6. DISCUSSION AND BACKGROUND
In August 2020, the Public Works Department Water Division entered into an agreement with IDS for the design of new covered storage bins in the City’s South Water Yard as part of a larger improvement project for that facility. Currently, the existing outdoor material storage bins have no cover and are used to store materials such as asphalt, backfill material, gravel, and spoils. The covered structure is required to comply with the National Pollutant Discharge Elimination System (NPDES) requirements. Materials are required to be covered so that any erosion run off into the storm drain system is minimized. The engineering estimate for the project construction, including 10% for contingencies, is $512,000.
The project was advertised on both April 20, 2023 and May 4, 2023. Bids were received and opened City of Orange Printed on 7/6/2023Page 1 of 2

All agencies contacted provided positive feedback and good reviews on the apparent responsive low bidder. Staff recommends that U.S.
Builders and Consultants Inc. be awarded the contract for the Water Division Bin Storage Project.
Construction is scheduled to begin in August 2023 and is expected to be completed within 180 calendar days.
7. ENVIRONMENTAL REVIEW
At the time the City awarded the agreement for architectural and design services for the project in 2020 the project was found to be categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15303 (Class 3 - New Construction or Conversion of Small Structures) because the project would involve the construction of a limited number of new accessory structures. The project did not trigger any exceptions of State CEQA Guidelines 15300.2 based on location, cumulative impacts, significant effects, location near a scenic highway, location on a hazardous waste site, or causing substantial adverse change to a historical resource. The project is not on an environmentally sensitive site, does not contribute to cumulative impacts, does not have a significant effect on the environment, is not near a scenic highway, is not on a hazardous waste site, and is not a historical resources site therefore an environmental public review was not required.
