6. DISCUSSION AND BACKGROUND
Since October 2022, Townsend Public Affairs (TPA) has provided legislative advocacy and grant writing services to the City of Orange. Legislative advocacy services are provided at both the federal and state level and include advocating the City’sposition on legislation and regulation, providing legislative reports, coordinating meetings, and attending hearings. Grant writing services include identifying funding priorities and opportunities, grant writing and submission services, and grant management support. The attached report is an update from TPA on providing these services to the City of Orange.
