1. SUBJECT
Executive Management and Senior Management employees’classification, compensation, and terms of employment and Citywide Pay Schedule. Resolution Nos. 11480 and 11481.
2. SUMMARY
Resolution No. 11480 amends the compensation and terms of employment for the City’sExecutive Management and Senior Management employees for the period of July 1, 2023, through June 30, 2024.
Resolution No. 11481 amends the Citywide Pay Schedule in accordance with the requirements of the California Code of Regulations, Title 2, Section 570.5.
3. RECOMMENDED ACTION
1. Adopt Resolution No. 11480. A Resolution of the City Council of the City of Orange rescinding Resolution No. 11410 and all amendments thereto and approving provisions relating to the classification, compensation, and terms of employment of Executive Management and Senior Management employees.
2. Adopt Resolution No. 11481. A Resolution of the City Council of the City of Orange rescinding Resolution No. 11476 and amending the Citywide Pay Schedule in accordance with the requirements of the California Code of Regulations, Title 2, Section 570.5.
4. FISCAL IMPACT
The total cost is $616,530 of which $491,349 is General Fund. These adjustments are currently included in the proposed FY24 budget.

6. DISCUSSION AND BACKGROUND
The City’s Top Management employees are not formally recognized as an employee bargaining group, but are covered by a City Council-adopted Resolution that provides for employee compensation and benefits. The Top Management Resolution covers the City’sdepartment heads, division managers, and other senior management employees. There are currently 76 employees covered by this Resolution.
If approved, the new Top Management Resolution terms reflect the following provisions:
Provision Description
Term of Resolution July 1, 2023 through June 30, 2024
Salary · Five percent (5.0%) base salary increase for the Fire Chief and Police Chief classifications; · Four
percent (4.0%) across the board base salary
increase for all other Top Management
employees; · An additional five percent (5.0%)
salary adjustment for the Accounting Manager
classification, for a total of nine percent (9.0%); ·
Salaries are effective July 16, 2024 and are
incorporated into Monthly Salary Ranges Tables
as Appendices A & B.
Incorporation of Classification Incorporate Records Manager classification.
Health Insurance Effective the pay period that includes January 1, 2024, increase the City’s contribution towards
medical insurance benefits per employee by
$75.00 per month. No increase for those
employees who waive medical.
Educational Incentive Program Modify provision to increase benefit from $500.00 to $600.00 per month for employees who possess
a postgraduate degree or higher, effective July 16,
2024.
Life Insurance Effective August 1, 2023, modify provision for listed classifications within: · Appendix A from
$150,000.00 to $200,000.00. · Appendix B from
$75,000.00 to $100,000.00.
Long Term Disability (LTD) Effective August 1, 2023, modify provision for listed classifications within Appendix B from
$8,000.00 to $10,000.00 per month.
Language Changes Implement language clean-up to conform Resolution to current practices or agreements.
