b. Provide and maintain infrastructure necessary to ensure the safety of the public.

6. DISCUSSION AND BACKGROUND
The City’s Neighborhood Permit Parking Program (NPPP) provides a mechanism for protecting residential streets from external parking overflow when certain conditions are satisfied. To streamline the permit parking application process in certain highly parked areas, the City Council established five Permit Parking Opportunity Areas (PPOA’s). PPOA’sare subject to modified implementation criteria, similar to those of Area A (Downtown/University Permit Parking Area.) Specifically, the application fee and parking occupancy study typically required are waived, and the required neighborhood support level is reduced from 75% to 55%.

Upon receipt of a written request for permit parking on the aforementioned street, staff mailed City of Orange Printed on 7/20/2023Page 1 of 2

Upon receipt of a written request for permit parking on the aforementioned street, staff mailed petitions to affected property owners in January 2023. The petitioning process concluded in March, with the results indicating 61% support for the proposal. Because this level of neighborhood support exceeds the 55% requirement, staff recommends moving forward with permit parking. The matter was presented to the City Traffic Commission at their June 14, 2023, regular meeting. Four residents spoke in favor of the item (none opposed), and the commission approved the item 6-0.

Should the City Council grant final approval, it is important to keep in mind the following:
· Property owners of any other street(s) within this PPOA may request permit parking in the future by following the procedures described above.
· Permit parking does not supersede other parking restrictions such as street sweeping, red curb markings, etc.
· While participation in the program is voluntary (residents may choose to park on private property rather than obtain permits,) any vehicle parked on the street without a permit will be subject to citation.
