1. SUBJECT
Award of Contract to All American Asphalt for the Santiago Canyon Road - Newport Boulevard to Jamboree Road project; Bid No. 22-23.16 (SP-4201).
2. SUMMARY
Bids for the Santiago Canyon Road - Newport Boulevard to Jamboree Road Project were received and opened on July 13, 2023. Four bidders responded to the notice inviting bids. The apparent low bidder is All American Asphalt of Corona, CA in the amount of $1,129,222.
3. RECOMMENDED ACTION
1. Authorize the transfer of $370,000 from 274.5011.56330.13120 Pavement Management Program to expenditure account number 274.5011.56330.30194 Santiago Canyon Road Rehabilitation Project.
2. Award the contract to All American Asphalt in the total amount of $1,242,144 representing an original bid amount of $1,129,222, plus a 10% contingency of $112,922, for the Santiago Canyon Road - Newport Boulevard to Jamboree Road Project; and authorize the Mayor and City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
The total expenditure for this contract is $1,242,144 and will be funded in Santiago Canyon Road Rehabilitation (30194) through:
Road Maintenance and Rehabilitation Account (274) $838,845 Reimbursable Capital Projects (550) 403,299
Total $1,242,144

6. DISCUSSION AND BACKGROUND
The City Council previously approved advertisement for bids on June 13, 2023. The bid solicitation was advertised on June 15, 2023, for a period of four weeks and bids were opened on July 13, 2023.

Four bids were received as follows:
1. All American Asphalt, Corona, CA $1,129,222
2. Hardy & Harper, Inc., Lake Forest, CA $1,150,000
3. RJ Noble, Orange, CA $1,173,160
4. Palp, Inc. dba Excel Paving Company, Long Beach, CA $1,234,260 The low bid is about 15.2% higher than the Engineer’sEstimate of $980,000. In the past three years, there has been an escalation of construction costs. The bids received are reflective of current construction market conditions. Staff checked the references and qualifications for All American Asphalt and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommends that All American Asphalt be awarded the contract in the amount of $1,242,144, representing an original bid amount of $1,129,222, plus a 10% contingency of $112,922, for the Santiago Canyon Road - Newport Boulevard to Jamboree Road Project.
A portion of the funding for this project is from Caltrans Local Assistance under The Orange County Transportation Authority (OCTA) 2021 Pavement Management Relief Funding (PMRF) Program for 100% reimbursement for the construction of this project up to the amount of $403,299.
Construction is scheduled to begin in October 2023 and is expected to be completed in 45 days barring any unforeseen delays.
