6. DISCUSSION AND BACKGROUND
Section 1806 of the California Streets and Highways Code provides that, except upon the annexation of territory to the City, no public or private street or road shall become a City street or road until the City Council, by resolution, has caused the street or road to be accepted into the City Street System.
A portion of the west side of Cambridge Avenue, south of Taft Avenue erroneously shows on the Assessor’smap as parcel (APN 357-071-02) and not public right-of-way. However, the easterly 20’of this parcel has been used as public right-of-way since the City acquired the parcel in 1974. This map error was discovered by staff when reviewing the parking lot size for the Taft Branch Library. This resolution will incorporate that easterly 20’of that parcel that is currently used as public right-of-way into the City Street System, thus allowing the Assessor to correct the configuration on their maps.
