During her tenure at OPD, she has obtained certification in Equitable Sharing for Financial Support Staff and manages a number of grants. This includes grants from the Office of Traffic Safety, Department of Justice, and Bureau of Justice.

SCOPE OF WORK
Problem Statement
Over the years, OPD has diligently endeavored to reduce the number of alcohol related problems and improve the quality of life for the residence and guests. Despite the education and prevention actions, we continue to experience the following alcohol related incidents and crimes. In 2022, there were 737 alcohol related crimes: 559 DUl arrests, 150 drinking in public/possession of alcohol in park arrests, 14 public intoxication arrests, and 13 sell alcohol to minor/minor in possession of alcohol arrests. Additionally, there were 179 traffic collisions, including five fatalities, where alcohol and other drugs were the primary factor leading to the collisions.

The City has several areas that have a high concentration of ABC licensed establishments. These areas will be the focal point during the projected grant period. These areas include the Historical Downtown District: Maple Ave. south to Almond Ave. and Cypress St. east to Grand St. This area is in close proximity to Chapman University and is comprised mainly of shopping locations, restaurants, bars, residential neighborhoods, and has 56 ABC licensed establishments.

In March 2022, in response to numerous complaints and officer responses regarding alcohol/public nuisance crimes occurring in a parking lot in between two bars in the Downtown District: The District Lounge (223 W. Chapman Ave.) and Paul's Cocktails (207 W. Chapman Ave.). The Special Investigations Unit conducted undercover enforcement and made 48 arrests for these alcohol/public nuisance crimes. These reports were forwarded to the City Attorney and criminal convictions were obtained. Additionally, the Special Investigations Unit contacted the business owners of these establishments and educated them reference these public nuisance crimes stemming from their establishments and ways to mitigate the problem.

OPD has a good working relationship with ABC personnel, as they have assisted us annually with alcohol enforcement at the Orange International Street Fair. Additionally in February 2023, an ABC Agent was assaulted with a deadly weapon (Vehicular Hit and Run with Injury) while conducting follow-up at an ABC establishment in the City of Orange. OPD personnel diligently followed up with the investigation and identified, located, and arrested the suspect.

Utilizing the grant funds, we plan to educate local licensed establishments as well as sworn OPD personnel through LEAD classes and briefing trainings. Conduct enforcement operations including:
shoulder tap, minor decoy, undercover operations, and holiday enforcement to reduce alcohol related crimes in the community.

SCOPE OF WORK
Project Description section 1 of 2
The Orange Police Department is committed to reducing crime and enhancing quality of life for residents, business owners, and visitors in the City of Orange, Strategies will include the combined efforts of not only the Special Investigations Unit, but that of the Investigative Services Division, Field Services Division and City Code Enforcement Personnel.
