Agenda Item
City Traffic Commission
Item #: 4.4. 6/14/2023 File #: 23-0389
TO: Chair and Members of the City Traffic Commission
THRU: Larry Tay, City Traffic Engineer
FROM: Dave Allenbach, Transportation Analyst

1. SUBJECT
Removal of on-street parking on the south side of Katella Avenue between Sacramento and Handy Streets to facilitate a third eastbound travel lane.

2. SUMMARY
The proposed lane addition is prescribed by the City’sGeneral Plan and justified based on existing traffic volumes. Implementing the General Plan requires the subject parking restriction.

3. RECOMMENDED ACTION
Approve “NoStopping Anytime”restriction on the south side of Katella Avenue between Sacramento and Handy Streets.

4. FISCAL IMPACT
The total expenditure for the project is $2,000 and will be funded in Minor Traffic Control Devices (16302) through Traffic Improvement Measure M2 (263).

5. STRATEGIC PLAN GOALS
Goal 1: Provide for a safe community.
b. Provide and maintain infrastructure necessary to ensure the safety of the public

6. DISCUSSION AND BACKGROUND
Traffic Engineering staff has received requests for operational improvements and additional capacity (addition of a third lane) on eastbound Katella Avenue, between Sacramento Street and Wanda Road. Providing for the additional lane can be achieved within the existing roadway but requires the elimination of existing on-street parking between Sacramento and Handy streets. Doing so would be consistent with the City’sCirculation Element of the General Plan and expected to better organize traffic on Katella Avenue. Among other expected benefits of the added capacity is a reduction in traffic congestion, queue lengths, and rear-end accident potential.

Parking Conditions
A Field review indicates that there is sufficient curb space on the south side of Katella Avenue for approximately 38 vehicles. Several parking surveys were conducted during the evening hours to determine the demand for parking, the results of which indicated an overall average occupancy of about 26% (10 vehicles.) It should be noted that each of the houses along the affected segment has garage access from an alley at the rear of the property. In addition to garages for vehicle storage, City of Orange Printed on 6/8/2023Page 1 of 2

garage access from an alley at the rear of the property. In addition to garages for vehicle storage, many of the houses in the study area have driveways that can accommodate between four and six vehicles. The on and off-street parking supply in the area is sufficient to accommodate any parking displacement resulting from this proposal.

Traffic Conditions
Traffic data collected from Katella Avenue indicate that it carries an average daily traffic volume traffic volume of 43,000 vehicles between the 55 Freeway and Handy Street; and 47,000 vehicles between Handy Street and Wanda Road. These volumes considerably exceed that at which a six-lane roadway is typically deemed to be necessary. The installation of a third travel lane for eastbound Katella Avenue would increase the level of service and efficiency of the roadway.

Based on the results of a field review, staff determined that the implementation of a third travel lane for eastbound Katella Avenue between Sacramento and Handy Streets is warranted. Staff therefore recommends that the request to prohibit parking on Katella Avenue between Sacramento and Handy Streets be approved, with the related street improvements to be handled by staff administratively.
