The City Council has previously authorized a Cooperative Purchasing Agreement (CPA) using Houston-Galveston Area Council (HGAC) and Sourcewell as the standard for vehicle procurement, and this purchase is a continuation of that policy.
Fire Engine
The replacement fire apparatus will be procured from Pierce Manufacturing and their local dealer, South Coast Fire Equipment through contract NO. FS 12-19 by HGAC for $1,215,907. The City has been purchasing fleet vehicles from South Coast Fire Equipment for the past seven years. They will receive a discount of $8,544 on the apparatus using the HGAC contract and a prepayment discount of $69,846, bringing the total discount to $78,390. The purchase price includes a performance bond of $2,687 to secure the investment. The lead time to build this engine is an estimated 40-43 months upon receipt of the purchase order, which is significantly longer than usual. The estimated cost to outfit a fire engine with entirely new equipment is $220,000; however, due to budget constraints, outfitting will be completed using equipment from an engine to be taken out of service and from existing operating funds.
Since 1973, Queretaro, Mexico has been our sister city partner. This year marks 50 years of international collaboration and assistance. Staff recommends donating a fire engine and a tiller truck to the Querétaro Fire Department. These donations will enhance emergency response and improve regional public safety. The 2003 Seagrave fire engine reserve is being replaced by a new one that is currently being built and scheduled to arrive by the end of the year. The tiller truck, a 1994 Seagrave Ladder Truck, has been out of service but used as a training apparatus. A new tiller truck is being built and is expected to arrive in 2024. The depreciation calculation estimates the value of these two engines to be $10,000 to $15,000.
Electric Vehicles
As part of our commitment to sustainability and reducing our carbon footprint, we propose the purchase of two Chevrolet Bolts. These electric vehicles will be used as parking enforcement vehicles to add to our fleet, align with our City's environmental goals, and demonstrate our dedication to responsible resource management.
National Auto Fleet is awarded Sourcewell contract number 091521-NAF. Through this contract, National Auto Fleet Group a discount for this transaction is 1.5% for a total saving of $800. The total amount for two Chevrolet Bolts is $62,537.
The electric vehicles will be purchased with Energy Efficiency and Conservation Block Grant (EECBG) funds and are well-suited for administrative and non-emergency purposes within the City.
By incorporating electric vehicles into our fleet, we will contribute to cleaner air and realize long-term operational cost savings through reduced fuel and maintenance expenses.
Single Source Vendors
Emergency vehicles are crucial to our community's safety. We require reliable and efficient vehicles that can respond promptly in emergencies. A single-source purchase is the most efficient and effective way to obtain the necessary components for our safety vehicles, given the need for timely procurement. It also enables us to collaborate with a trustworthy vendor who can supply us with high- quality parts that meet our requirements and specifications while adhering to the purchasing policies.
Furthermore, a single-source purchase can also provide cost savings, eliminating the need for a lengthy procurement process and reducing the administrative burden associated with multiple City of Orange Printed on 8/17/2023Page 2 of 3
