The American Rescue Plan Act of 2021 (ARP) appropriated $5 billion to provide housing, services, and shelter to individuals experiencing homelessness and other vulnerable populations to be allocated by formula to jurisdictions that qualified for HOME Investment Partnership Program allocations in Fiscal Year 2021. The City of Orange is an eligible recipient of HOME ARP funding and received $1,655,244 in response to the allocation plan submitted by the City for the use of funds in the Spring of 2023. The City Council and the Department of Housing and Urban Development (HUD) approved allocation plan allows for funding for a Homeless Resource Center (Center) located at 517 W. Struck Ave. The services to be provided at the Center include food services, mail services and City of Orange Printed on 9/7/2023Page 1 of 2

W. Struck Ave. The services to be provided at the Center include food services, mail services and showers, restrooms (including ADA facilities), and laundry facilities. Additionally, the Center will provide coordinated services connected to those experiencing homelessness with the Coordinated Entry System and Homeless Management Information System, access to phones and facsimile services, phone charging services, and/or referrals to medical, dental, and vision services, veterinary services, COVID-19 vaccinations, haircuts, and clothing suppliers.
The City issued a Request for Proposals, RFP No. 22-23.45 on May 1, 2023, to identify service providers offering specialized services to those experiencing homelessness and other vulnerable populations. The following agencies received a copy of the RFP:
1. Abound Food Care
2. HomeAid
3. Love Orange
4. Mercy House
5. Orange County Rescue Mission
6. Temporary Shelter, Inc.
7. The HUB OC
The HUB OC was the only agency that submitted a proposal in response to RFP No. 22-23.45. Staff conducted reference checks for The HUB OC with reputable organizations currently partnered with The HUB OC to offer services to those experience homelessness and other vulnerable populations.
The references included Clothing the Homeless, Lestonnac Free Clinic, and Love Orange. All references indicated that the current partnership is beneficial and advances each organizations’goals and objectives. Additionally, each reference recommended working with The HUB OC.
The HUB OC has been providing services through the HUB Resource Center (HRC) at 517 W.
Struck to those experiencing homeless, at-risk of homelessness, and other vulnerable populations within the City of Orange since May 2, 2022. Services at the site have included, but are not limited to, continuum of care services, including laundry, shower, restroom, mail, and food distribution. In addition, the HUB OC has connected the unhoused with access to shelter services through the Coordinated Entry System and Homeless Management Information System, providing access to phones and facsimile services, veterinary services, COVID-19 vaccinations, haircuts, and referrals to clothing providers.
Staff recommends the approval of the Agreement with The HUB OC to continue services to the most vulnerable populations at the HUB Resource Center, in accordance with HOME-ARP regulations.
The Agreement as proposed would operate on a monthly basis, not to exceed $789,661. It is important to note that the HOME-ARP funds can only be used consistent with these services and to only serve those experiencing homelessness and other vulnerable populations. Future expenses will be funded through other unidentified funding sources. Staff will return to the City Council with additional appropriation requests if necessary.
