contingent upon contractor performance, to reduce administrative efforts of annual contract amendments. Renegotiation of the amount and unit prices may be initiated by the City or the contractor if and when the contract is extended, with price increases limited to construction price index.

The low bid is about 18.5% higher than the Engineer’sEstimate of $140,000. In the past three years, there has been an escalation of construction costs. The bid received is reflective of current construction market conditions. Staff checked the references and qualifications for Superior Pavement Markings, Inc. and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommends that Superior Pavement Markings, Inc. be awarded a three-year term contract in the amount of $498,105.
