selected for maintenance in accordance with our Pavement Management Plan, generally fall into the “fair”category, and require work at this time to prevent pavement deterioration and avoid a higher cost for asphalt concrete overlay in the future. The work includes local dig out repairs, slurry seal, signing, and striping.

The City Council previously approved advertisement for bids on July 25, 2023. The bid solicitation was advertised on August 3, 2023 for a period of three weeks and bids were opened on August 24, 2023. Four bids were received as follows:

1. Pavement Coatings Co., Jurupa Valley, CA $618,500.00

2. American Asphalt South, Inc., Riverside, CA $652,254.00

3. Roy Allan Slurry Seal, Inc., Santa Fe Springs, CA $728,823.40

4. All American Asphalt, Corona, CA $796,550.00
The low bid is about 10% higher than the Engineer’sEstimate of $553,520 for the project. This is likely due to increases in labor costs and prices of materials. City staff checked the references and qualifications for Pavement Coatings Co. and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommends that Pavement Coatings Co. be awarded the contract in the amount of $680,350, representing an original amount of $618,500 plus a 10% contingency of $61,850 for Annual Slurry Seal Project at Various Locations, FY 23-24.
