1. SUBJECT
Memorandum of Understanding between the City of Orange and the City of Orange Police Management Association. Resolution No. 11493.
2. SUMMARY
Resolution 11493 establishes the Memorandum of Understanding (MOU) between the City of Orange and the City of Orange Police Management Association, incorporating the previously agreed to Letter of Understanding.
3. RECOMMENDED ACTION
Adopt Resolution No. 11493. A Resolution of the City Council of the City of Orange repealing Resolution No. 11273 and amendments thereto approving the Memorandum of Understanding between the City of Orange and the City of Orange Police Management Association bargaining unit concerning wages, hours, and other terms and conditions of employment effective July 1, 2023, through June 30, 2026.
4. FISCAL IMPACT
Since City Council has already approved the economic provisions of this Memorandum of Understanding at the May 23, 2023, meeting by adopting a Letter of Understanding between the City and the City of Orange Police Management Association, there is no additional fiscal impact to the budget for adopting this Memorandum of Understanding.

6. DISCUSSION AND BACKGROUND
In accordance with the Myers-Milias-Brown Act, the City and the and the City of Orange Police Management Association met and conferred on matters of concern to the City and employees in the Association.
Contract negotiations concluded in April of 2023 when the City and the Association agreed on wages, salaries, benefits, and other terms and conditions of employment for the period of July 1, 2023, City of Orange Printed on 9/7/2023Page 1 of 2

salaries, benefits, and other terms and conditions of employment for the period of July 1, 2023, through June 30, 2026.
This new successor Memorandum of Understanding contains language changes only, and incorporates all the economic provisions previously adopted by Council at their May 23, 2023 Council meeting.
