6. DISCUSSION AND BACKGROUND
Well 28 is located at 225 W. Maple Street, in the Old Towne area of the City of Orange. In addition to constructing a well, the site will also include a public pocket park surrounding the perimeter of the well facility. The park location resides within the historical Cypress Street Barrio (Barrio), presenting an opportunity to recognize the historic significance of this site and the founding families of the Barrio through the name of the park and a visual tribute. At its April 11, 2023, City Council meeting, the City Council requested staff work with the Park Planning and Community Events Commission (Commission) in collaboration with the Orange Barrio Historical Society (OBHS) to develop name recommendations and a visual tribute honoring the founding families and history of the Barrio.
A subcommittee comprised of two Commissioners, OBHS members, and Community Services and Library staff, met to discuss these items; the subcommittee recommends the pocket park be named City of Orange Printed on 9/7/2023Page 1 of 2

Library staff, met to discuss these items; the subcommittee recommends the pocket park be named ‘CypressHeritage Park’.The subcommittee selected this name to honor the resilient community of hard-working, Mexican American families that established the foundation of the Barrio. Other names brought forward during the process were Antepasado Park (2nd choice) and Jamaica Park (3rd choice) as well as a few family names (Garcia, Alonzo, and Romo). A visual tribute in the form of a plaque commemorating the heritage of the Cypress Street Barrio in English and Spanish will be installed.
The plaque will include a QR code taking park visitors to a website with more in- depth information and history, including a list of the founding families. The information on this website would be maintained by Orange Public Library/History Center staff and can be updated, added to, and refreshed at any time.
At this time, staff is requesting the City Council to provide direction regarding the recommended name of the future pocket park at Well 28.
