Agenda Item
City Traffic Commission
Item #: 4.1. 8/9/2023 File #: 23-0523
TO: Chair and Members of the City Traffic Commission
THRU: Larry Tay, City Traffic Engineer
FROM: Dave Allenbach, Transportation Analyst
1. SUBJECT
Request for Permit Parking on both sides of Palm Avenue between Wayfield Street and Park Lane; Wayfield Circle south of Palm Avenue; and Park Lane between Palm and Dana Avenues.
2. SUMMARY
This is a request to implement permit parking on the aforementioned streets which are located in Permit Parking Opportunity Area #3. The request meets all of the requirements set forth in the City’s Neighborhood Permit Parking Program.
3. RECOMMENDED ACTION
1. Approve the implementation of permit parking on the aforementioned streets.
2. Forward to the City Council for final action.
4. FISCAL IMPACT
The total expenditure for the project is $2,000 and will be funded in Minor Traffic Control Devices (16302) through Traffic Improvement Measure M2 (263).
5. STRATEGIC PLAN GOALS
Goal 1: Provide for a safe community.
b. Provide and maintain infrastructure necessary to ensure the safety of the public.
6. DISCUSSION AND BACKGROUND
The City’s Neighborhood Permit Parking Program (NPPP) provides a mechanism for protecting residential streets from external parking overflow when certain criteria are satisfied. In order to streamline the permit parking application process in certain highly parked areas, the City Council established five Permit Parking Opportunity Areas (PPOA). PPOA are subject to different criteria and procedures. Specifically, the application fee and parking occupancy study typically required are waived, and the required neighborhood support level is reduced from 75% to 55%.
After receiving two separate written requests for permit parking for the aforementioned streets (in PPOA #3) from two eligible residents, staff mailed petition packages to the property owners on the affected streets in June 2023. The poling process concluded in July, the results of which indicated that each of the streets individually demonstrated sufficient support for permit parking: 57% on Palm Avenue; 75% on Wayfield Circle; and 78% on Park Lane. Because the levels of support exceed the City of Orange Printed on 8/2/2023Page 1 of 2

Avenue; 75% on Wayfield Circle; and 78% on Park Lane. Because the levels of support exceed the 55% stipulated in the NPPP, staff recommends permit parking.
The requests for permit parking also included Wayfield Street between Palm and Walnut avenues.
As a result, Wayfield Street was also petitioned; however, because the 55% threshold was not satisfied, staff cannot recommend permit parking at this time. Staff will continue to accept incoming petitions within a reasonable period and, should the necessary support level be achieved, can recommend Wayfield Street for permit parking on a future (October) City Traffic Commission agenda.
Moreover, it should be noted that property owners of any other street(s) within this PPOA may request permit parking in the future by following the procedures described above. Furthermore, permit parking does not supersede other parking restrictions such as street sweeping. Participation in the permit parking program is voluntary; however, any vehicle parked on the street without a permit will be subject to citation.

Attachments: NPPP Implementation Policy Update 2022.pdf Hello Mr. Sanchez,
The issue of parking permits in your area that was being discussed two years ago has died. However, last August the City Council approved a new permit parking policy which established “Parking Permit Opportunity Areas” (PPOA’s) and your neighborhood is located in PPOA #3. What this means for you is that there are no application fees in the opportunity areas, no parking study and the level of approval by the property owners is now 55% instead of 75%. We simply need a letter of request from a resident. Your email will suffice as a letter of request, however, You may submit another request if you wish to add other streets in your neighborhood such as Palm Ave. and Wayfield Cir. For example. We will begin putting together a petition package for you and the other property owners along Watfield Street. You should receive them within the next two weeks.
I have attached a copy of the current Parking Permit Policy for you to examine page 3 describes the Permit Parking Opportunity Areas. , if you have any questions please feel free to call me.
Regards,
Dave Allenbach

Subject: Re: July 12 Council Agenda Item No. 7.1 - Permit Parking on Sections of Palm Ave, Park Ln, and Wayfield Cir
Hello,
It’s been about a year since the permit parking was discussed with no sight of a follow up. Parking as continued to get worse to the point where residents on N Wayfield cannot park on our own street. Vehicles have been known to stay parked in front of our houses for numerous of days and I have called multiple times to OPD to send out parking enforcement.
15 2
I am still at 404 N Wayfield which is in the middle of the street and cannot have guests over because they’ll have to figure out how far to park. It’s bad enough that majority of the vehicles on this street don’t belong to the home owners or renters, but we also have the deal with these vehicles who park right in the middle to prevent other vehicles from parking next to them. (See
image).
Some home owners are forced to leave out our trash cans just to prevent vehicles from taking up parking spots so we may utilize our own streets.
What can be done to revive this permit request and attempt to gather enough approval signatures?
Thank you,
Josh Sanchez

Dear Property Owner/Resident:
Thank you for your interest and input over the idea of permit parking on/in the vicinity of the above- referenced streets. A notification letter was sent out early last week indicating that this matter was 16 3
scheduled to be considered by City Council at its July 12, 2022, meeting. However, this is to inform you that a continuance is being requested for the corresponding item on tomorrow evening’s agenda (Item No. 7.1), and the continuance will be to a date uncertain. As a result, this matter is not expected to be considered tomorrow.
Concurrent with the proposed continuance, staff will be reviewing the city’s existing Neighborhood Permit Parking Program (NPPP) to determine whether any program/policy changes could be made in order to better reflect the City’s current needs. Any potential NPPP updates might then be used to complete the processing of this issue. We apologize for any inconvenience. Please feel free to contact Dave Allenbach, Transportation Analyst, at 714/744-5525 should you have any questions in the interim.
