"Hey! Can We Get a Green Bin Over Here?" asks a recent LA Times headline in reference to the State's mandated organic waste recycling program. "While most cities and counties have complied with the law" that went into effect on January 1, 2022, the news story states, "many people who live in apartments and condominiums, in particular, have not been offered the green- bin option that would allow them to recycle compost-worthy items at home." Multifamily property residents in homeowners' associations might expect their fees to increase by at least $10 a month per unit in LA. As an alternative for those still waiting for a bin, there are community markets and nine farmers markets, the article lists, where L.A. Compost offers green waste drop-off. "A better solution would be not creating green waste in the first place," the article continues, by "growing, buying and consuming only what is needed, so food doesn't get thrown out in the first place." Sharing and donating excess food would also reduce waste.

The goal of SB 1383 is to redirect by 2025 at least 75% of green waste from landfills, "where it would decompose into methane, a super-potent gas that traps up to 85 times as much heat as carbon dioxide." Meeting that goal "would have a benefit equivalent to taking 3 million cars off the road," according to CalRecycle.

Faster and easier than buying an electric vehicle, the director states, simply putting food scraps in a cart or bin for composting would have a huge impact in reducing hot temperatures and air pollution by sinking carbon dioxide into the soil.

Implementation of SB 1383 at multifamily properties of five units or more in Tustin is done by voluntary compliance and, instead of using waiver applications, it sends letters for waivers up to five years if Tustin's consultant verifies there are space constraints for green carts or bins. The consultant also assists CR&R, the same contracted waste hauler used by Orange, in distributing small kitchen food scrap pails to all residences. Tustin applied to CalRecycle for a SB 1383 Local Assistance Formula Grant of $200,000 for education and enforcement activities. Tustin had anticipated receiving $106,000 but applied for the additional funding "should other agencies fail to submit required documentation or not have an organics ordinance in place." The Tustin City Council also amended its City Code to assist in timely implementation of recycling programs.

eComment: Yes, Yes, Yes please we need this. Staff/Council: can you clarify please if the end result of this specific project is that the parking lot will be ready for public use upon completion of the project, which is estimated December 2023? It appears the lot will be a gravel type parking lot based on the attachments. Thanks.
