1. SUBJECT
Appropriation of $15,927 in designated grant and disbursement funding received from the National Science Foundation, Dish Wireless, and Santiago Library System.
2. SUMMARY
Grant and disbursement funds will be used to enhance and expand the Library’s programming and eBook/eAudiobook collections as well as provide facility improvements.
3. RECOMMENDED ACTION
1. Accept into the City’srevenue budget $15,927 in grant and disbursement funds from National Science Foundation, Dish Wireless, and Santiago Library System into the following revenue account numbers in the General Fund: $1,000 into account number 100.2001.45150.30232, Blue Whales Project Grant; $7,500 into account number 100.2001.48390.00000, Donations; and $7,427 into account number 100.2001.48390.19988, Santiago Library System.
2. Authorize the appropriation of $15,927 in grant and disbursement funds into the following expenditure account numbers in the General Fund: $1,000 into account number 100.2017.53340.30232, Craft Supplies - Blue Whales Project Grant; $7,500 into account number 100.2001.53001.19986, Materials & Supplies - Donations, and $7,427 into account number 100.2001.53301.19988, Books - Santiago Library System.
4. FISCAL IMPACT
The total appropriation for this grant and disbursement is funded by the additional revenue received from the National Science Foundation, Dish Wireless, and Santiago Library System.
5. STRATEGIC PLAN GOALS
Goal 3: Enhance and promote quality of life in the community. b: Deliver high quality and safe recreational, social, environmental, educational and cultural services.
6. DISCUSSION AND BACKGROUND
The Orange Public Library has been awarded a $1,000 Blue Whales Project Grant for Fiscal Year 2023-2024 (FY24). The National Science Foundation, in collaboration with STAR Library Network and HHMI Tangled Bank Studios, has generously provided funds to expand and enhance the Library’s STEM programming for families. Funds will be used toward programming centered on whales, marine biology, and the environment and must be spent or encumbered by February 1, 2024.
The grant also provides hands-on activities, marketing, and exhibit materials to display in the Library.

Blue Whales Project programs will be presented in April 2024 to coincide with Earth Day.
In conjunction with its agreement to install cell service equipment at the Orange Public Library & History Center, Dish Wireless has contributed $7,500 towards facility improvements. Funds will be used towards repairs to the Library’s tower, including its roof, eaves, and windows.
The Orange Public Library has been presented a $7,427 disbursement from the Santiago Library System (SLS). SLS is a membership consortium of Orange County libraries that receives money from the state and disburses annually to member libraries. This disbursement to the Library has been provided for e-content products and services. Funds will purchase additional eBooks and eAudiobooks from cloudLibrary to expand the Library’s collection.
