1. SUBJECT
First Amendment to Contract with Sequel Contractors, Inc.; and Final Acceptance of Bid No. 22-
23.17; SP-4237; Community Development Block Grant, Fiscal Year 2022-2023, Sycamore and Palmyra Neighborhood Street Rehabilitation and Americans with Disabilities Act Wheelchair Access Ramp Replacement at Various Locations and authorization to file Notice of Completion.
2. SUMMARY
The City of Orange has entered into a contract with Sequel Contractors, Inc. for the Community Development Block Grant, Fiscal Year 2022-2023, Sycamore and Palmyra Neighborhood Street Rehabilitation and Americans with Disabilities Act Wheelchair Access Ramp Replacement at Various Locations. Due to the existing field conditions, extra work has been added at the bid unit price in the amount of $177,646.90. The work has been completed to the satisfaction of the Public Works Department.
3. RECOMMENDED ACTION
1. Approve the First Amendment to Contract in the amount of $92,345.85 to Sequel Contractors, Inc. for the additional work and authorize the Mayor and City Clerk to execute on behalf of the City.
2. Accept Community Development Block Grant, Fiscal Year 2022-2023, Sycamore and Palmyra Neighborhood Street Rehabilitation and Americans with Disabilities Act Wheelchair Access Ramp Replacement at Various Locations as complete and authorize staff to file Notice of Completion with the County Recorder.
4. FISCAL IMPACT
The total expenditure for this contract is $1,030,657.40 and will be funded through:
Sycamore & Palmyra Neighborhoods St Rehab (20500) CDBG (310) $608,000.00 ADA Improvements (11328) CDBG (310) 68,000.00
Pavement Management Program (13120) M2 (263) 354,657.40 Total $1,030,657.40

6. DISCUSSION AND BACKGROUND
The City Council awarded the Community Development Block Grant, Fiscal Year 2022-2023, Sycamore and Palmyra Neighborhood Street Rehabilitation and Americans with Disabilities Act Wheelchair Access Ramp Replacement at Various Locations on January 10, 2023, to Sequel Contractors, Inc.
During construction, additional work was added due to the existing field conditions. The work has been completed to the satisfaction of the Public Works Department. The extra work was agreed at the bid unit price in the amount of $177,646.90 which represents a 20.8% increase from the original awarded contract amount.
The awarded contract amount for Sequel Contractors, Inc. was $938,311.55, representing an original amount of $853,010.50, plus a 10% contingency of $85,301.05. Staff is recommending that the City Council approves the First Amendment to Contract in the amount of $92,345.85 bringing the total awarded contract amount to $1,030,657.40.
