1. SUBJECT
Implementation of permit parking on both sides of Palm Avenue from Wayfield Street to Park Lane; both sides of Wayfield Circle south of Palm Avenue; both sides of Park Lane from Dana Place to Palm Avenue; and both sides of Wayfield Street between Palm and Walnut Avenues. Resolution No. 11495.

2. SUMMARY

The proposal received adequate support from the affected property owners and was approved by the City Traffic Commission. The affected streets are located within Permit Parking Opportunity Area #3.

2. Adopt Resolution No. 11495. A Resolution of the City Council of the City of Orange adopting a revised master resolution of designated permit parking areas within the City of Orange.

4. FISCAL IMPACT
None. Implementing permit parking would require nominal staff time.

5. STRATEGIC PLAN GOALS
Goal 1: Provide for a safe community.
b. Provide and maintain infrastructure necessary to ensure the safety of the public.

6. DISCUSSION AND BACKGROUND
The City’s Neighborhood Permit Parking Program (NPPP) provides a mechanism for protecting residential streets from external parking overflow when certain criteria are satisfied. To streamline the permit parking application process in certain highly parked areas, the City Council established five Permit Parking Opportunity Areas (PPOA’s). PPOA’sare subject to different criteria and procedures.

Specifically, the application fee and parking occupancy study typically required are waived, and the required neighborhood support level is reduced from 75% to 55%. Moreover, the PPOA’s were created with the expectation that an initial surge in permit parking requests would occur, as affected residents begin responding to long-standing parking concerns. The number of permit parking applications is expected to ultimately stabilize once permit parking is activated within the core areas City of Orange Printed on 9/21/2023Page 1 of 2

of each PPOA.

After receiving multiple written requests for permit parking on the aforementioned streets (in PPOA #3), staff mailed petition packages to affected property owners in June 2023. The poling process concluded in July, the results of which indicated that Palm Avenue (57%); Wayfield Circle (75%); and Park Lane (78%) each exceeded the minimum required 55% support stipulated in the NPPP. In accordance with NPPP guidelines, staff recommended that the City Traffic Commission (CTC) approve permit parking for Palm Avenue, Wayfield Circle, and Park Lane at their August 9, 2023, regular meeting. The CTC granted approval with a 5-0 vote. Wayfield Street, which at the time had not yet demonstrated the necessary support level, was not a part of staff’srecommendation to the CTC.

Notwithstanding the above and based on public input, the Commission moved a separate motion (which passed 5-0) to also approve permit parking on Wayfield Street, conditioned upon the necessary number of supporting petitions being delivered to the City before August 31, 2023. As of the August 31 deadline, Wayfield Street achieved 70% support, thus satisfying the CTC condition.

Based on the above, staff is recommending that the City Council grant final approval to implement permit parking on said segments of Palm Avenue, Wayfield Circle, Park Lane, and Wayfield Street. It should be noted that property owners on any other street(s) within the PPOA may request permit parking in the future by following the activation (opt-in) procedures described above.
