Branch Library, directly adjacent to the park.
Staff is recommending the proposed ADA compliant restroom be pre-fabricated. The recommended pre-fabricated building, designed and manufactured by Public Restroom Company, has a life expectancy of 50 years and a five year comprehensive and 20 year structural failure warranty. The pre-fabricated restroom facility will be “turn-key”with all structural, electrical and plumbing systems and accessories included. The building will have one entrance/exit point and a utility chase room.
The floor plan is attached for reference.
The City has had a positive experience with Public Restroom Company as they provided the restroom/storage building at Yorba Park and the community building at Handy Park. In addition, Public Restroom Company is the company staff identified who can supply and install a restroom building with materials that match the existing restroom at El Modena Park. To achieve consistency, quality finish, and maintenance familiarity, staff is recommending a sole source procurement with Public Restroom Company as the restroom supplier. A prime contractor will perform site preparation, utility connections, and overall project management.
Construction is scheduled to begin in January 2024 and is expected to be completed within 270 calendar days, including product procurement. It is estimated to take 240 days for the building to be pre-fabricated off-site. Delivery of the pre-fabricated building will be coordinated to ensure the construction contractor has the site prepared for the installation. Specifications and cost estimates are available for review in the Public Works Department.
7. ENVIRONMENTAL REVIEW
The project is exempt from the California Environmental Quality Act (CEQA) based in accordance with Section 15303 of the CEQA Guidelines (New Construction or Conversion of Small Structures).
The proposed project is also categorically excluded from the provisions of the National Environmental Policy Act (NEPA) under 24 CFR Section 58.35(a)(3)(iii). The CEQA Notice of Exemption will be filed with the County Clerk’s Office upon Council’s approval of the plans and specifications.
