Foundation in selecting the Orange Police Department canine program to receive a $17,000 donation earmarked for the purchase of a police service dog and required training. The department has found a suitable police service dog for the newest canine officer, Greggory Cates, through Adlerhorst International, LLC (Adlerhorst). The total cost of the new service dog and required training is $18,630. The procurement of the service dog and required training will be funded by an $18,630 donation from the Foundation, made possible by the sizable donation from the Elks Lodge.

The City Manager approved Agreement No. 5595.L with Adlerhorst in April 2022. The original two- year contract amount with Adlerhorst was $29,000. This contract change order represents an increase of $19,000 bringing the final contract amount to $48,000. While the purchase of a police service dog and training from Adlerhorst is within specified purchasing parameters that do not require further approval, the cumulative total for the two-year agreement with Adlerhorst exceeds the maximum allowable purchasing threshold requirement. It is the recommendation of the Purchasing Division of the Finance Department to apply the Orange Municipal Code, Section 3.08.120.B which requires the approval of the City Council for the purchase of materials, supplies and equipment of $30,000 or more. Funds available in Fiscal Year 2023-2024 budget are sufficient and do not require additional funding.

This service dog, along with his handler, will join canine Wyatt and his handler Officer Osborn and canine Nash and his handler Officer Shryock as a three-team unit serving both residents and businesses in the City of Orange.
