The Planning Commission of the City of Orange, California convened on October 2, 2023, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange, California.
1. OPENING/CALL TO ORDER
Vice Chair Martinez called the meeting to order at 7:00 p.m.

Commissioner Simpson led the flag salute.

3. CONSENT CALENDAR
3.1. Approval of meeting minutes of the City of Orange Planning Commission Regular Meeting held on September 7, 2023.
ACTION: Approved minutes as presented.
Approval of the Consent Calendar
A motion was made by Commissioner McCormack, seconded by Vice Chair Martinez, to approve the Consent Calendar as presented. The motion carried by the following vote:

4. OLD BUSINESS
4.1. Continued public hearing to consider an ordinance amending Titles 16 and 17 of the Orange Municipal Code to enact definitions and development standards applicable to lot splits and second dwelling units in single -family residential zones allowed as a result of Senate Bill 9, and a finding of CEQA exemption . (Continued from September 7, 2023)

A motion was made by Commissioner Simpson, seconded by Commissioner Vejar, to adopt Planning Commission Resolution No. 13-23 contingent upon staff making an amendment to Section 17.13.040 GGG.6.a.of the draft ordinance as discussed.
Resolution No. PC 13-23. A Resolution of the Planning Commission recommending that the City Council of the City of Orange adopt an ordinance amending Title 16 and Title 17 of the Orange Municipal Code enacting ministerial standards applicable to lot splits in single -family residential zones allowed as a result of SB 9, enacting ministerial standards applicable to the location, access size and setback of second dwelling units in single -family residential zones, and revising definitions to clarify said development standards.
