b. Provide and maintain infrastructure necessary to ensure the safety of the public.
6. DISCUSSION AND BACKGROUND
The intersection of Walnut Avenue and Orange Street (Walnut/Orange) provides direct access to Chapman University’s Anderson Parking Structure. Because of the structure’s capacity, central location relative to key campus facilities, and benefits of improving accessibility, Chapman has indicated a desire to fund a new city-owned traffic signal at this intersection.
However, while a traffic signal at Walnut/Orange may be beneficial to Chapman and justified by engineering standards, the intersection’s extreme proximity to an existing traffic signal (at Walnut/Glassell) warrants a focused traffic study be conducted before any decisions are made.
Specifically, the study would identify the operational feasibility of having two closely spaced and highly constrained intersections working in concert together; and determine whether the benefits of signalizing Walnut/Orange outweigh any potential drawbacks to surrounding streets.
AGA Engineers, currently under contract with the City, has agreed to perform said traffic study at a cost of $9,965. The City would administer the study, with Chapman University providing City of Orange Printed on 12/7/2023Page 1 of 2
