6. DISCUSSION AND BACKGROUND
Proposition 56, The California Healthcare Research and Prevention Tobacco Tax Act, was approved by voters in 2016. The initiative allocates a portion of annual revenue to the California Department of Justice to support local enforcement efforts to reduce the illegal sale of tobacco products to minors.
For the 2023-2024 grant cycle, $24.6 million in grant funding was made available, of which $230,969 was awarded to the City of Orange Police Department to combat the illegal sale of tobacco products to minors. The Tobacco Grant Program is a reimbursable grant and will be funded for a three-year period through June 2027.
The Orange Police Department intends to focus on education and enforcement to prevent tobacco sales to minors and increase awareness associated with tobacco sales and use. The grant-funded goals and objectives for the three-year cycle include the following:
· Retailer inspection and education to educate retailers and staff on furnishing of tobacco products to minors, current laws, and responsible tobacco services. · Retailer inspection/enforcement operations in conjunction with “Shoulder Tap” or other operations of licensed and unlicensed businesses selling tobacco products. · Host diversion courses for qualifying retailers found to be in violation.
The allocation of the Tobacco Grant Program will ensure adequate funding for operating expenses and equipment related to tobacco enforcement operations through June 30, 2027.
