1. SUBJECT
Memorandum of Understanding between the City of Orange and the City of Orange Police Association. Resolution No. 11516.
2. SUMMARY
Resolution 11516 establishes the Memorandum of Understanding between the City of Orange and the City of Orange Police Association, incorporating the previously agreed to Letter of Understanding.
3. RECOMMENDED ACTION
Adopt Resolution No. 11516. A Resolution of the City Council of the City of Orange repealing Resolution No. 11277 and all amendments thereto and approving the Memorandum of Understanding between the City of Orange and the City of Orange Police Association concerning wages, hours, and other terms and conditions of employment effective July 1, 2023, through June 30, 2026.
4. FISCAL IMPACT
Since City Council has already approved the economic provisions of this Memorandum of Understanding at the May 23, 2023, meeting by adopting a Letter of Understanding between the City and the City of Orange Police Association, there is no additional fiscal impact to the budget by adopting this Memorandum of Understanding.

6. DISCUSSION AND BACKGROUND
In accordance with the Meyers-Milias-Brown Act (MMBA), the City and the City of Orange Police Association (Association) met and conferred on matters of concern to the City and employees in the Association.
Contract negotiations concluded in May of 2023 when the City and the Association agreed on wages, salaries, benefits, and other terms and conditions of employment for the period of July 1, 2023, City of Orange Printed on 1/4/2024Page 1 of 2

through June 30, 2026.
This new successor Memorandum of Understanding contains language changes only, and incorporates all the economic provisions previously adopted by the City Council at their May 23, 2023 Council Meeting.
