You don't often get email from Learn why this is important With our recent historic heavy rain we may not be thinking about other adverse weather conditions but now is the time to promote resilience to the expected heat waves since each of the recent years has been the hottest on record. Almost 4,000 people died from heat exposure in California between 2010 and 2019, the hottest decade on record, according to an analysis of mortality data that included more than the 599 official death certificates. Heat waves have become more frequent and more deadly; 17 months ago a 10-day heat wave resulted in a 5% increase in deaths -- 395 more than expected. High temperatures are deadlier than wildfires, floods and water shortages. Those harmed the most by heat are the poor, the infirm, the very young and the elderly. People die in stifling houses, apartments and trailers they can't afford to air condition. California landlords are required to provide heating, but not cooling.
During heat waves the City of Orange can help to protect our most vulnerable with air conditioning by keeping open the senior center, libraries and community buildings at eight parks -- El Camino, Grijalva, Handy, Hart, Killefer, Olive, Shaffer and Steve Ambriz. Community partners such as the County's El Modena Family Resource Center, schools, service clubs and organizations and worship centers could also open their buildings to provide much-needed air conditioning, as well as water to help prevent dehydration. They can help to identify those with the greatest need and assist with access to federal and other programs for low-income residents to purchase and run air conditioners. Solar-powered generators would help with expected power outages during heat waves. On March 2nd Chapman University will be hosting a community solar workshop open to all residents to learn about programs including group discounts for solar energy, SOMAH (Solar on Multifamily Affordable Homes), and DAC-SASH (Disadvantaged Communities - Single-Family Solar Homes).
The City can apply for grants from the State's $800 million program to fund projects such as modern cooling centers, planting shade trees around homes, and applying heat-reflecting roofs and pavement, shown to cool the air temperature. Preserving and creating more green space is another way the City can help keep temperatures from rising. Mayor Slater is leading the way in asking the City Council to approve seven members selected for the newly-created Santiago Creek Commission. The City Council is encouraged to further evaluate non-residential uses of Milan's proposed Brandman and Creekside Village sites to keep them as open spaces.

Re: City Council February 13, 2024, Meeting Agenda Item No. 8.1: Tolling Agreements with Milan REI X, LLC
Dear Mayor Slater and members of the City Council:
This office represents Milan REI X, LLC ("Milan"), the applicant for two residential projects (the "Projects") in the City of Orange ("City"). The above-referenced item on tonight's City Council agenda concerns two proposed tolling agreements ("Agreements") between Milan and the City that would apply to the Projects. We have reviewed the staff report and concur with the recommendation that the City Council approve the Agreements and look forward to working with the City to reach a resolution concerning the Projects that is satisfactory to all parties.
Sincerely,
Alexander M. DeGood

To whom it may concern,
I hope this letter finds you well. My name is Brian, and I am writing to you as a concerned resident living just fifty feet from the proposed ministry site near Parker and Pixley St. I believe it's important to share my worries about the potential impact of this project on our neighborhood.
As an active-duty military member, the peace and tranquility of my neighborhood are crucial for my family's well-being. Unfortunately, the proposed ministry site raises significant concerns about increased traffic and noise, which could have a negative effect on our quality of life.
Moreover, my two young children, both under the age of 10, currently use the area between our home and the proposed ministry for playing. It has been a safe and worry- free space for them. Introducing additional congestion and traffic could pose a threat to their well-being, and it feels like the potential impact on our families' sanity is not being given adequate consideration.
While I acknowledge the importance of community projects, I respectfully urge you to reconsider the chosen location, considering the specific needs and concerns of the residents in the Parker and Pixley St. vicinity. Preserving the unique character and peace of our neighborhood should be a priority, especially considering the potential repercussions for families and young children.
I kindly request that you review the potential negative consequences this project may bring to our community and explore alternative locations that would have a less detrimental impact on the well-being of the residents.
Thank you for taking the time to consider my concerns. I trust that you will carefully weigh the impact on our community members in making the best decision for the overall welfare of our neighborhood.
Sincerely,
Brian Tiqui

Appeal of Cedar House Ministry

RE: Appeal of Cedar House (Item # 10.1 on 2/13/24 agenda) Dear: Mayor Slater
I am writing to express my concerns regarding the Conditional Use Permit (CUP) application submitted by CedarHouse Ministry on 611 West chapman. As a resident of Parker Street, I am deeply troubled by the potential impacts that accommodating 40-80 participants could have on our neighborhood.
While I appreciate the mission of CedarHouse Ministry and the services they provide, I am specifically concerned about the potential increase in noise levels and traffic congestion on our already small streets.
As a neighborhood where many children play outdoors, the safety and well-being of our community members, especially our children, is of paramount importance. It is concerning for residents how 40-80 people are to gather weekly with music.
Furthermore, 1 request that the council engage in transparent communication with residents throughout the decision-making process, allowing us the opportunity to voice our concerns and provide input on how best to mitigate any adverse effects.
Thank you for your time and attention to this matter. I trust that you will give due consideration to the concerns of myself and other residents as you deliberate on the CedarHouse Ministry CUP application.
Sincerely,
Danielle Pulliam

I support these actions. Due to where the properties are located, there may be pressure to build equestrian facilities at these locations. If one or both properties are purchased by the City for recreational use, the uses must be available to all residents, not just equestrians. The property nearest Santiago Creek is suitable for a minimally developed park with trails and native plants. The former arena site could be a park with picnic facilities, a playground, a tot lot and other facilities needed by families in Orange. Thank you for your interest in this matter.

I support keeping the status quo, at a minimum, and continuing to work to reduce firework in our City. Each and every July 4 I spend with vibrating dogs who are terrified of the noise. The noise from the fireworks show at Grijalva Park ends in about 30 min while the neighborhood noise goes on for hours and gets louder the later it gets. Firework noise is animal abuse. Fireworks, even "safe and sane" are dangerous and neither safe nor sane. I do not want fireworks sales in our City. I want the fireworks to go away, far away.

Dear Honorable Mayor Slater and Honorable Councilmembers of the City of Orange, As a resident of Parker Street, I write to express my strong opposition to the granting of Conditional Use Permit No 3210-23 to CedarHouse. I am deeply concerned about the impact this organization will have on our neighborhood. Upon moving to Parker Street four years ago, my fiancé and I found a warm and welcoming community among our fellow residents. I fear that allowing CedarHouse to operate will drastically alter the feel and safety of our neighborhood. In addition to the concerns already raised, the influx of visitors attracted by CedarHouse's activities poses a significant threat to our tranquility. The potential increase in noise levels resulting from music and foot traffic is alarming, as it jeopardizes the peaceful environment we cherish. Furthermore, heightened activity in our residential area raises valid safety concerns, particularly for families with young children or elderly residents. I implore you to reverse the approval of Conditional Use Permit No 3210-23 and, by doing so, safeguard the integrity of our beloved neighborhood and the well-being of its residents.

Dear Honorable Mayor Slater and Honorable Councilmembers of the City of Orange, This letter is written to express my deep disappointment regarding the recent decision to grant Conditional Use Permit No 3210-23 to CedarHouse. As a long-time resident of the City of Orange, I firmly believe that this decision goes against the strategic planning goal of enhancing and promoting the quality of life in our community.
Having resided in Orange for 38 years, 32 of those years on North Parker Street and currently living on North Pixley Street, for the past 6 years, I have witnessed the love and care the neighborhood residents have invested in maintaining its charm and tranquility. However, the introduction of a coffeehouse/church to our quaint neighborhood would undoubtedly disrupt the peace and security we have worked to develop and come to cherish.
As a single mother raising two children, I have relied on the close-knit nature of our neighborhood to provide a sense of safety and familiarity. Knowing each of my neighbors on North Pixley Street and North Parker Street has fostered a strong sense of community and has been invaluable in ensuring the wellbeing of my family. Over the last six years my kids have been blessed to live within walking distance of their grandparents' house on North Parker Street. This is the quintessential example of our orange community, down the street, through the alley and up three houses to Mimi and Papa's house. The addition of a coffeehouse/church establishment that will be providing assistance for emotional and psychological health, hosting large events of 40-80 people multiple times a week, with the addition of live music would inevitably alter the dynamics of our neighborhood, leading to increased noise levels, traffic congestion, a loss of security, and damaging to the close connections we have cultivated over the years.
I find it disheartening that the city would endorse a decision that does not align with the planning goals set forth for our community. Our aim should be to enhance the quality of life for all residents, while preserving Orange's rich heritage and a sense of small-town charm. I believe that granting the aforementioned Conditional Use Permit would hinder rather than contribute to this objective.
In light of the above, I wholeheartedly support the appeal to deny Conditional Use Permit No 3210-23. It is my sincere hope that you will consider the concerns raised by many residents, including myself, and reassess the decision in order to preserve the unique character and tranquility of our beloved neighborhood.
Thank you for your attention to this matter, and I trust that you will take our collective voices into serious consideration when reviewing the appeal.
Warm Regards,
Andrea Brooks
