1. SUBJECT
City of Orange Strategic Plan Discussion and Update.

2. SUMMARY
On November 28, 2023, the Orange City Council approved a professional services agreement with Kelly Associates Management Group LLC to assist the City of Orange with updating its strategic plan.

3. Discuss the respective Strengths, Weaknesses, Opportunities, and Threats analyses completed by the City Council.

5. STRATEGIC PLAN GOALS
The proposed recommendations will support each goal identified in the current strategic plan by making comprehensive changes/updates to better align with the Orange community’s service priorities and needs.

6. DISCUSSION AND BACKGROUND
Strategic plans are often the culmination of different (and at times, competing) factors. On the one hand, effective strategic plans should identify clear goals and objectives that an agency intends to accomplish over a defined period. On the other hand, strategic plans should be flexible, avoiding a City of Orange Printed on 3/6/2024Page 1 of 2

accomplish over a defined period. On the other hand, strategic plans should be flexible, avoiding a sole focus on the City’simmediate needs. This suggests that effective strategic plans are holistically constructed, reflecting a considered understanding of short and long-term needs, as well as the changing conditions that often drive the City’s focus and circumstances.

To assist the City with the strategic plan update process, on November 28, 2023, the Orange City Council approved an agreement with Kelly Associates Management Group LLC (KAMG) to assist the City with updating its strategic plan covering the next five years. KAMG proposed clear milestones to complete the strategic plan update process that included:

Milestone/Task Status
Members of the City Council individually and independently complete a Strengths, Weaknesses, Opportunities, and Threats analysis (commonly referred to as a SWOT analysis).

Completed
KAMG meets with each Councilmember one-on-one to discuss their respective SWOT analyses to provide context and better understand individual viewpoints.

Completed
Hold two special City Council meetings to discuss the SWOT analysis, identify overarching community goals, and specific tasks/projects to achieve these goals.

Not completed
At the conclusion of the special City Council meetings, staff drafts the new strategic plan document in collaboration with KAMG for final City Council adoption which is anticipated to occur in June 2024.

Not completed
To date, two out of the four milestones have been completed with the two special City Council meetings next in line. Holding the two special City Council meetings will provide valuable public input and foster a collaborative dialogue to help refine and ultimately identify the City’soverarching goals and objectives over the next five years.
