8 ARGUMENT AGAINST MEASURE _
Don't be confused! There is a difference between illegal explosive devices like 12 bottle rockets and firecrackers and the state-approved fireworks sold by local !! Orange charltles and non-profit organizations.
You've seen the headlines -- "FIREWORKS CAUSED FIRE" -- Darn Right - but 10 those fires were caused by the same Illegal bottle rockets and // firecrackers we all agree ahould not bo used or sold. Statistics " malntalned by the State Fire Marshal prove that 90% of the fireworks problems 13 faced by Callfornia fire fighters are the result of devices already illegal in this /4 state.
In recent years, Newport Beach, Huntington Beach and Anaheim as well as the / / County have banned state-approved fireworks. In these communities, state- 9 approved fireworks were banned because proponents of the ban argued that whlle!? the facts demonstrate that illegal fireworks were causing all the problems, they/z had to ban state-approved fireworks because then it would allow law 1/ enforcement to catch the bad guys using and selling the Illegal devices. // Well things get worse net better 6
Based upon the fire reports filed with the State Fire Marshal by these cities and 15 the county for the year 1988, as an example, there were at least 49 maler 15 tres within their lurisdietiens caused by Ulegal froworks resulting In almost $300.000.00 worth et damage. (Compared to only $150 damage in /2.
Orange due to state-approved flreworks.) 5
As residents of Orange, we care about our community. We care about the safe " and responsible use of legal, state-approved fireworks. The funds raised 1o from the sale of state-approved fireworks are used to benefit Orange. / Its children and Its needy, and to improve Orange's quallty of life. ,2 Don't deny your friends, neighbors and fellow cltizens thel right to honor this 13 country with family fireworks celebrations on the 4th of July. 10 Vote to keep State Fire Marshal, safety-approved, legal fireworks In /0 Orange. Vote No on Measure - 5

REBUTT. ¡ TO ARGUMENT AGAINST MEASL L
The opponents say "Don't be confused! That's been one of the problems all along.
Read their statement carefully! "FIREWORKS CAUSED FIRE" (singülar); "BUT
THOSE FIRES WERE CAUSED BY THE SAME ILLEGAL BOTTLE ROCKETS AND FIRECRACKERS" (plural), IMPLYING THAT ALL FIRES ARE CAUSED BY ILLEGAL FIREWORKS.
50 Then they say "90% of the fireworks problems faced by CALIFORNIA FIRE FIGHTERS are the result of devices already ILLEGAL in the state."
MOST OF CALIFORNIA HAS BANNED ALL FIREWORKS, THEREFORE SAFE AND SANE WAS ALSO ILLEGAL?
THOSE MISLEADING STATEMENTS ARE CLASSIC EXAMPLES OF DOUBLE TALK!
BE REALISTIC
10°
SAFE AND SANE FIREWORKS CAUSE FIRES! PERIOD!
They say "Other cities have had a bad experience after banning fireworks" If this is true, then why did the Mayor Ben Bay; of Anaheim, write our City Council stating "We experienced the most fire-safe Fourth of July holiday in the history of our city" and " Let's ban all uncontrolled fireworks in Orange County--let the professionals lead us in celebrating our national heritage" 140
That's all we want: FIRE-SAFE HOLIDAYS! Our city should not be the provider of potential destruction to our neighbors who have tried to. protect themselves.
100
We similarly want our charities and non-profit organizations to raise funds to improve Orange's quality of life, THOROUGH PUBLIC CELEBRATIONS.
Don't deny your friends, neighbors and fellow citizens their right to comfortably leave home to celebrate the Fourth of July without feär.
WE BANNED TOY GUNS - - NOW LET'S BAN TOY FIRES.
THEY ARE MUCH MORE DANGEROUS!

REBUTTAL TO ARGUMENT IN FAVOR OF MEASURE _
Don't be fooled by opponents of state, safety-approved freworks.
For years, your friends and neighbors have operated Orange's fireworks stands for such nonprofit organizations as the American Legion, Jr. Women's Club, Jaycees and YMCA.
Here are some facts that they'd like you to know:
FACT: The Consumer Product Safety Commission (CPS) statistics show that illegal fireworks are responsible for all the serious injuries. In 1989, sale and sane fireworks, such as fountains, ground spinners and sparklers, did not cause any Injury that required even one person to be hospltalized in the entire United States.
FACT: I proponents are Indeed concerned about safety, a taxpayer- supported publlc flreworks display Is not the answer. OPSC statlstles show there were an estimated 250 people Injured at public displays with 140 of those requiring hospitalization.
FACT: Illegal, dangerous fireworks are a greater problem where fireworks are banned. The OPSC survey shows that New York, which has never allowed any type of fireworks is experiencing five times as many injuries as California is right now. BANNING STATE SAFETY-
APPROVES FIREWORKS DOES NOT PREVENT PROBLEMS, IT
ONLY MAKE MATTERS WORSE.
FACT: As part of their data collection and analysis, CPSC prepared a ranking of products, based upon the frequency and severity of reported incidents. The most recent ranking shows all fireworks iniuries are ranked 138th behind such items as playground equipment (12th), pens and pencils (49th), skateboards (53rd), wastebaskets (84th), and baby strollers (92nd).
Please don't be fooled. Vote to keep state, safety-approved fireworks in Orange. Vote No on Measure
