FLOCK SAFETY
TRUST  CARE  COMMITMENT
 Goal and Purpose
Utilize technology to reduce crime and provide a safe community by apprehending offenders and deterring criminal behavior
Flock Safety Technology Can Accomplish This By
Capturing real-time intelligence and data that can assist with locating and arresting those responsible for crimes while they are still in progress, and through follow up investigation
Streamlining 24/7 monitoring of Flock cameras and other surveillance systems through a web-based platform

 Why Flock?
Simple implementation at a reasonable cost
Automated License Plate Reader (ALPR) cameras are mounted to existing infrastructure and are solar powered
Pan, Tilt, Zoom (PTZ) live-stream cameras require an existing power source, and are installed by Flock Safety employees
ALPR data is stored using encrypted Amazon Web Services (AWS) GovCloud, and is only available to law enforcement agencies
Cost effective solution to provide ALPR coverage at more than 40 locations throughout the city
Cellular connectivity allows live-stream cameras anywhere Flock Safety cameras can be procured through a cooperative contract from OMNIA Partners

 What We Get
 43 Falcon ALPR Cameras
 13 Condor PTZ Live-Stream Cameras
235 Streams From Other Video Systems
Can include city-owned Genetec video cameras, Chapman University cameras, surveillance from The Outlets, and any other locations with video surveillance systems throughout the City

FALCON ALPR CAMERAS
TRUST  CARE  COMMITMENT
 24/7 Coverage
Automatically alerts to stolen, missing person,
wanted, and agency “hot listed” vehicles
All Flock cameras can automatically look for a
particular vehicle once an alert is received
 Cameras also catalog “vehicle fingerprint”
data, which can assist with investigations and
solving crimes

FALCON ALPR CAMERAS
TRUST  CARE  COMMITMENT
These Cameras Do NOT:
 Search for people (no facial
recognition)
 Conduct traffic enforcement
 Do not associate or store
personal information (driver
identity, registered owner, etc.)

FALCON ALPR CAMERAS

Data Storage and Sharing
All images of license plates are saved to
secure cloud storage for 30-days
Orange PD maintains control over which
law enforcement agencies can access our
data (access can be granted or removed
anytime)
Being able to access data from other
agencies greatly enhances investigative
abilities

 24/7 real-time video streaming
 No IT services required
 Cloud based with cellular connection
 Only requires electrical power
 Connected through web-based software that
integrates all Flock products
 Retains recordings for 30 days
Can be used to automatically search for vehicles
that created “hits” on other Flock products
Live video can be shared with other agencies

FLOCK VMS STREAMS
TRUST  CARE  COMMITMENT
Video Management System (VMS) allows any
camera to be streamed in real-time to the
Orange PD Flock OS web-based platform
Requires authorization from the camera owner
Recording and retention is managed by the camera
owner
Allows for easy access to multiple camera
sources that can be monitored through a single
web-based platform with a single login
Allows for better monitoring of city-owned cameras that are already implemented Increases citywide situational awareness by streaming privately owned cameras

LONGEVITY
TRUST  CARE  COMMITMENT
Modular System with Hardware as a Service
Add additional equipment on an as-needed basis
Equipment is not owned and can be removed from future contracts Integrates with other Orange PD Technology
Axon in-car cameras capture ALPR data and can add that information to the Flock OS Axon BWCs and in-car cameras can plot on Flock OS real-time maps Develop and Sustain Community Partnerships
Private businesses, homeowner associations, and residents can purchase Flock products that integrate with Orange PD to reduce and deter crime, provide a safe community, and generate objective data that can be used to solve crimes Increase Orange PD’s Use of Technology to Reduce Crime ALPR technology has been in use since April 2011 with very little change Flock will provide a system to optimize the use of this technology

CURRENT USE OF FLOCK
TRUST  CARE  COMMITMENT
Orange PD currently has free access to Flock data that is shared with us by other local agencies, which has helped solve crimes Examples of Use:
A low-quality video of a homicide suspect’s vehicle revealed it had unique characteristics. Flock’s “vehicle fingerprint” search feature allowed investigators to look for vehicles with similar characteristics, and they located the suspect’s vehicle through a Garden Grove PD Flock camera. This was instrumental in identifying the suspect. While investigating a domestic violence and kidnapping case, detectives searched for the suspect’s license plate in Flock and determined the vehicle had been recently driving around a specific area in the City of Stanton. Detectives responded to the area, located the vehicle, and arrested the suspect
