THE FOLLOWING DOCUMENTS ALONG WITH THIS APPLICATION MUST BE SUBMITTED 4 WEEKS PRIOR TO THE EVENT!
BEFORE THE EVENT (OMC 17.46.050):
1. Dated and signed notice regarding water quality conditions for special events.
2. A Letter of Intent asking for approval to conduct the event, stating all the details of the event such as date, time, location, reason for or purpose of the event, activities, anticipated number of participants, food served, etc.
ANY REQUEST FOR A CARNIVAL, CIRCUS OR STREET CLOSURE MUST BE SUBMITTED THREE (3) MONTHS IN ADVANCE FOR COUNCIL APPROVAL.
3. Completed Application for Business Tax Certificate providing the name, address, phone number, business license and service to be provided for any and all vendors involved. If not applicable, so state. N/A
4. Insurance policy and a separate endorsement naming the City of Orange as an ADDITIONAL INSURED with a 30-day notice of cancellation. Minimum limits- $1,000,000 for death & bodily injury to one person, and $50,000 property damage. (If the event has anything to do with autos, "ANY AUTO" must be checked on the Certificate of Liability Insurance). (See SAMPLE). 1 5. A separate check may be required to be used as a Bond towards any City services that may be required. Any unused portion will be refunded.
6. A detailed hand drawn diagram of the event layout, showing the location of any staging areas, buildings, tents, aisles, routes, required parking and what would be taken up by the event.
7. A letter from the property owner or manager stating approval to use the premises for the event and a contact phone number.
8. A check made payable to the City of Orange in the amount of $105.00 for the application processing fee. (Subject to change if event requires other city staff time and/or services, such as permit fees, bonds, etc. and may increase to a maximum amount of $500.00)
9. Regulatory Permit if required by the OMC for events such as Carnivals (not small school events).

10. If food will be served at the event, a Health Permit may be required. Contact the Orange County Health Department at (714) 433-6000. If alcohol will be served at the event, contact ABC.
11. Submit this application, all documents and required checks to the City of Orange, Special Events Coordinator. Ensure that you have obtained all required permits from other departments as necessary. (See SPECIAL DEPARTMENT CONCERNS below.)

RE: Public Property use for Special Fundraising Event
Chapman Crafted in Partnership with Orange Elks Lodge #1475 City Staff,
The Orange Elks Lodge #1475 is partnering with Chapman Crafted and is requesting the closure and use of a public parking lot and paseo to host a special fundraising event. The event will be held on Saturday September 28, 2024 from 12pm-4:00pm. This is a ticketed event and open to the general public. Tickets will be available for pre-purchase and also available for purchase the day of the event at the entrance gate. The revenue generated from the ticket sales will help offset the cost of putting on the event in addition to a portion of the proceeds benefiting the local non-profit Orange Elks Lodge #1475.
The Beer Tasting Event expects approximately 22 local breweries and to draw a crowd of around 500 people over the course of the event. In order to control the flow of the attendees entering and exiting the premises, and to maintain a comfortable capacity within the entire area, Chapman Crafted will provide security and staff; and the Orange Elks Lodge will provide volunteers to manage the event.
Chapman Crafted is located at 123 N. Cypress Street in Old Towne Orange. The parking lot and paseo is located 100 N. Lemon Street at the northwest corner of W. Chapman Ave & N. Lemon Street. The Beer Tasting Event will be held in the parking lot off Lemon Street with secured entrance and exit locations.
Chapman Crafted will facilitate any overflow of guests, additional restrooms, and shade for attendees.
Chapman Crafted will be open and conducting normal business operations.
Chapman Crafted has gained approval from the California Alcoholic Beverage Control to extend their normal operations to allow attendees access to the paseo and parking lot via our main entrance off of N. Cypress Street. Chapman Crafted will be placing a 4' barrier around the parking lot and part of the paseo. Additional restrooms, trash receptacles, and water stations will be placed throughout the event to accommodate the additional attendees. Attendees will be ID checked by certificated Responsible Beverage Servers and attendees will be required to wear a wristband throughout the duration of the event. All alcoholic beverages will be served in distinctive tasting glasses and distinctive packaging. Food will be served from licensed food trucks and/or approved food vendors in conjunction with the Orange County Health Department as Chapman Crafted is a licensed host facility.
