RESOLUTION NO. 11579
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE, ESTABLISHING A
POLICY ON THE PROVISIONS OF CROSSING
GUARD SERVICES.
WHEREAS, this Council has been advised and it finds that it is necessary and desirable that crossing guard protection be provided for students who are required to cross certain vehicular heavily traveled streets in the City of Orange; and
WHEREAS, this Council has been advised and it finds that it is necessary and desirable to provide additional protections, by means of crossing guards, at such locations as may be determined by the City Manager or his or her designee based on engineering and/or traffic studies or as the City Manager may determine necessary; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council does hereby authorize the creation of a crossing guard program at such locations as may be designated by the City Manager or his or her designee, in the City of Orange so that additional protection may be afforded to school students who may be crossing designated areas of streets in the City of Orange.
BE IT FURTHER RESOLVED, that the City Council desires to “outsource” the crossing guard program by way of entering into a contract and delegates the authority to the City Manager or his or her designee to manage the contract.
BE IT FURTHER RESOLVED, that the City Manager will explore the use of volunteers to provide additional crossing guard services if needed.
