ask x2 NEPA Environmental Clearance
B
ased on our understanding that the project will be seeking federal funding through the Department of Housing and Urban Development (HUD), environmental clearance under the National Environmental Policy Act (NEPA) separate from the CEQA clearance identified in Task ZX. We will prepare an Environmental Assessment (EA) specific to NEPA and HUD’S NEPA guidelines and requirements. The impact analysis will identify all potential environmental impacts and the conditions that would change as a result of the project; analyze and evaluate all impacts to determine the significance of their effects on the human environment; recommend and analyze feasible ways in which the project could be modified in order to eliminate or minimize adverse environmental impacts (if any); examine alternatives to the project itself; and complete all environmental review requirements necessary for the project’s compliance with applicable authorities. This proposal assumes the EA will result in a Finding of No Significant Impact (FONSI), indicating that the project is not an action that will result in a significant impact on the quality of the human environment.
A
t this time, it appears that no specialized technical studies will be required due to the nature and size of the proposed project (action). Therefore, the scope of work, budget, and schedule do not reflect preparation of such studies. However, the final determination of the need for any technical studies is at the discretion of HUD after initial review of the project characteristics in relation to their NEPA procedures. If HUD determines that separate technical studies are required, MIG will submit a scope and budget augment for these additional studies.
A
nalysis specific to the EA will include:
• R
esponses to Statutes, Executive Orders, and Regulations listed at 24 CFR §58.5 and §58.6 • Responses to Environmental Assessment Factors pursuant to 24 CFR §58.40 • Air impact analysis (Clean Air Act, as amended, particularly section 176(c) & (d); 40 CFR Parts 6, 51, 93)
• Environmental Justice (Executive Order 12898)
• Socioeconomic and community factors
• Analysis of alternatives
• Preparation of required public notices
M
IG will utilize industry standard screening and analytical techniques to determine the extent of the effects of the project on the human environment that may result from the project and applicable mitigation, where necessary.
M
IG will prepare a FONSI to be published by the City in a newspaper of general circulation in the affected community separate from CEQA circulation of the MND. Public comments on the EA will 2 MIG , Inc .
be considered and modifications will be made, if necessary. A notice of Intent to Request of Release of Funds will be included with the FONSI.

Community Services Department
Dear Robert,
As a result of the County plans not being available for MIG to proceed with the CD’s, MIG will have to hold on continuing with portions of our scope. MIG will provide the remainder of our services as indicated in Task 2 as well as the Water Quality Management Plan (1.10), Preliminary Grading and Drainage Plan (1.11) and Final Preliminary Plans (1.12) as identified in Task 1 once the final plans for the County levee project are completed and submitted to Contractor. It is anticipated this will take place in the summer of 2025. MIG will then submit updated billing rates to amend our current contract.
Respectfully,
Oscar Johnson
