The City Council of the City of Orange, California convened on Monday, May 19, 2025, at 6:15 p.m. for a Special Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange, California.
6:15 PM CLOSED SESSION
1. CALL TO ORDER
Mayor Slater called the meeting to order at 6:15 p.m.

Present: Bilodeau, Barrios, Dumitru, Gutierrez, Tavoularis, Gyllenhammer, and Slater
Absent: None
Councilmember Dumitru joined the meeting at 6:18 p.m.

3. RECESS TO CLOSED SESSION
The City Council recessed to Closed Session at 6:16 p.m. with all Members present, except Councilmember Dumitru who joined Closed Session at 6:18 p.m., to discuss the following:
