The City Council of the City of Orange, California convened on Tuesday, July 8, 2025, at 5:00 p.m. for a Special Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange, California.

Mayor Slater called Closed Session to order at 5:00 p.m.

Present: Bilodeau, Barrios, Dumitru, Gutierrez, Tavoularis, and Slater
Absent: Gyllenhammer
2. PUBLIC COMMENTS ON CLOSED SESSION ITEMS
None
3. RECESS TO CLOSED SESSION
The City Council recessed to Closed Session at 5:01 p.m. with all Members present, except Councilmember Barrios who joined Closed Session at 5:02 p.m. and Councilmember Gyllenhammer who was absent, to discuss the following:

b. CONFERENCE WITH LABOR NEGOTIATORS

City Negotiators: Tom Kisela, City Manager; Monica Espinoza, Human Resources Director
Employee Organizations: Orange Management Association, Orange Municipal Employees’ Association, and International Brotherhood of Electrical Workers (IBEW) Local 47 (Maintenance and Crafts and Water Division)

There being no further business, the meeting was adjourned at 6:12 p.m.
