There is a $6 million grant program with awards up to $500,000 available from OC Waste & Recycling for edible food recovery programs and other eligible projects that can also include “cold storage and transportation infrastructure, data-tracking software and equipment, education and outreach programs, and supplies related to edible food recovery and distribution.” The competitive grant program is “designed to expand edible food recovery infrastructure and support statewide recycling and waste-reduction mandates.” April 10 is the deadline. I encourage the city to apply for this grant.

A public comment is hereby lodged on abuse of police resources by youtubers. Here in Orange it has been a hotspot for youtubers including "Trilogy Media" and "Ernest Kanevskiy" and Tanner to monopolize police resources for profit and recording false arrests. Under the California Constitution a criminal accused has the right to be investigated by a California Post Certified police officer and not a vigilante. Instead, the vigilantes have monopolized police resources and lured victims to "sting houses" in Orange for the past several weekends and kidnapped the victims not letting them leave. They then extort them to coerce confessions which are not admissible in court due to extortion and kidnapping. Moreover, Ernest Kanevsky is himself a Russian mafia member and steroid dealer and Tanner posts on instragram that he goes to Costa Rica to have sex with minors with the profits he makes from the stings and kidnappings he conducts in Orange. Thus, these stings should be banned as unconstitutional and the perpetrators fo the stings should be arrested for PC 31 Aiding and Abetting sex crimes which they cause to occur by conduting the unlawful kidnappings.

Landfills Are Third Largest Source of Methane in California Organic waste in landfills emits:
20% of the state’s methane, a climate super pollutant that heats 84 times more than carbon dioxide.

Air pollutants like PM 2.5, which contributes to health conditions like asthma.

Organics like food scraps, yard trimmings, paper, and cardboard make up half of what Californians dump in landfills.

Cutting short-lived climate pollutants can have the fastest impact on the climate.

I support the amendment to continue the cities partnership with HF&H consultants. The Orange Sustainability Group has been working with CR&R to help increase the adoption and use of organic bins. We would love to collaborate with HF&H to bring further visibility to this important topic.

I support the City further engaging with HF&H Consultants, LLC to support SB 1383 compliance. This has been a forefront issue for the Orange Sustainability Group, and at the time of this Council meeting our members are meeting to discuss how to reach the Orange Public to better help them utilize the green bin. We ask that the HF&H please add OSG to the list of City stakeholders, invite us to meetings, and allow for our input on Franchise Fee Cost Review and SB 1383 implementation. We have been working on this issue with City staff and CR&R for nearly two year.

This street has become increasingly populated due to apartment/condos across the bridge parking their cars on this stretch of Fairmont Way and leaving them overnight and sometimes for days. Parking for our own family is pretty much down the street a block away. The permit parking would help this situation immensely. Thank you.

I support the permitting on this area due to the parking associated with the apartments to the west of the 55 freeway. Thx

Most importantly, this is a safety issue. Because of the number of vehicles on the streets, visibility is poor. Many kids walk to La Veta Elementary School past this street. Many people speed down La Veta going over the 55 freeway. There is an inordinate number of intersection collisions at Y orba and La Veta. The number of street- parked vehicles has to be a contributing factor.

Street parking on this portion of South Fairmont Way is nearly impossible at certain times of the week, leading to people parking along the street corners (onto La Veta Ave) and on the curbs. Homeowners are not able to access parking in front of their homes due to residents from the apartments west of the 55 (on E Fairway Dr), construction workers/residents from The Orion (new multi-family housing), Santiago Creekside Estates, and apparent auto garage being operated out of a home and ADU at 510 S Fairmont Way). At all hours of the night they are repairing vehicles with very loud exhaust and completely disrupting what has been a quiet neighborhood for the 25+ years I've lived here.

I am opposed to the City of Orange becoming a Charter City, primarily due to the costs involved. From the costs to place the measure on the ballot, administrative costs of additional time required to prepare nonstandard documents, to the costs of possible litigation risk around governance authority, it doesn't make sense considering our current city funds. It appears that the main purpose of becoming a Charter City is in the area of procurement and contracts. Although a bidding process required by state code may take some time, the rules are clear and protect us. As stated in the Pros and Cons Attachment, becoming a Charter City would not exempt us from matters of Statewide Concerns, which I believe are the most critical areas that are already being addressed. I also don't think it is necessary to be a Charter City to develop a strong local identity. We already have one. At this time, I believe remaining a General Law City is in our best interests for all the reasons clearly stated in the Pros and Cons Attachment. Thank you.

Hello City Council Members and Mayor Slater, I'm a resident of District 1. I'm writing to express my opposition to turning the city of Orange into a Charter City. At this point in time, it seems like it would be a distraction from focusing on the pressing issues that the city is facing. In particular, strengthening the city's finances.

Unintended costs associated with charter would exacerbate the budget deficit.

I emphatically OPPOSE the City becoming a Charter City.

Transitioning to a Charter City would create very costly long-term administrative obligations and would limit the City’s ability to maintain Local autonomy. Legal costs would soar. There would be less flexibility in procurement and contracting. There would be continuous difficulty in determining if issues are statewide vs municipal. The charter processes would require a very costly election for voter approval. In light of these and several other concerns, why would the City Council put any more effort in discussing the topic of a Charter City? Really, why? Just stop!

I support moving forward with the charter city process and giving the residents of Orange the opportunity to vote on it. A charter is fundamentally about local control, allowing our community to make decisions about our own elections, governance structure, and municipal priorities rather than relying solely on Sacramento’s one-size-fits- all rules. Charter cities have greater flexibility in areas like procurement, contracting, and local governance, which can help cities deliver projects more efficiently and tailor policies to the needs of their residents.

Most importantly, this process is about transparency and letting voters decide. The proposed timeline provides multiple public hearings and ultimately places the question before the voters in November 2026, ensuring the community has time to review the charter and weigh in before any change takes effect. I encourage the Council to continue engaging residents, refining the proposal, and allowing the people of Orange to determine whether a charter city is the right step.
