1. SUBJECT
Authorize the execution of the Master Lease-Purchase Agreement for the acquisition and financing of a Pierce Enforcer Urban Search and Rescue Apparatus
2. SUMMARY
Adoption of Resolution No. 11661 authorizes the execution of the Master Lease-Purchase Agreement in a principal amount not to exceed $1,931,606.50 for the acquisition of a Pierce Enforcer Urban Search and Rescue Apparatus, in support of the city’soperational needs and functions from South Coast Fire Equipment with PNC Bank.
3. RECOMMENDED ACTION
Adopt Resolution No. 11661. A Resolution of the City Council of the City of Orange approving the execution and delivery of a master lease-purchase agreement with PNC Bank, National Association, for the acquisition and financing of a Pierce Enforcer Urban Search and Rescue Apparatus and authorizing related actions.
4. FISCAL IMPACT
The expense for this agreement is $1,931,606.50 and will be funded through Vehicle Replacement (720):
720-5401-80301- Vehicle Replacement

6. DISCUSSION AND BACKGROUND
On January 13, 2026, the City Council authorized the city to enter into a Master Lease-Purchase Agreement with PNC Bank, National Association. The agreement finances the acquisition of a Pierce Enforcer Urban Search and Rescue Apparatus over a five-year period, with a principal amount not to exceed $1,931,606.50.
This action formalizes the financing previously approved by City Council, with annual lease-purchase payments to be appropriated through the annual budget process.
