RESOLUTION NO. 11721

A RESOLUTION OF THE CITY COUNCIL

OF THE CITY OF ORANGE AMENDING

THE MASTER SCHEDULE OF FEES AND
CHARGES FOR VARIOUS CITY SERVICES.

WHEREAS, pursuant to Chapter 3.10 of the Orange Municipal Code, the City Council has established and maintained a Master Schedule of Fees and Charges, consisting of fees and charges for services provided by the City to persons using such services; and WHEREAS, in accordance with Chapter 3.10 of the Orange Municipal Code, the Master Schedule of Fees and Charges has been periodically amended and revised from time to time by the City Council; and
WHEREAS, City staff has reviewed fees and charges associated with Animal Control, Code Enforcement, Community Development, and electronic payment processing to ensure that the Master Schedule of Fees and Charges reflects current services, regulatory activities, and related costs; and
WHEREAS, the proposed amendments update certain fees and charges to account for changes in the cost of providing City services, administering City programs, and performing regulatory activities; and
WHEREAS, the City also accepts electronic payments for various City services and incurs transaction and processing costs assessed by third-party payment processors, which may vary depending upon the payment platform, transaction type, and services provided; and
WHEREAS, the City desires to amend the Master Schedule of Fees and Charges as set forth in Attachment “A,” including authorization of a credit card processing fee of up to four percent (4%) of the transaction amount, subject to any applicable minimum service charge imposed by the City’s payment processor; and WHEREAS, the fees and charges set forth in Attachment “A” are based on the City’s review of the applicable services and activities and are structured to recover no more than the reasonable costs incurred by the City, except as otherwise authorized by law.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange as follows:

1. The Master Schedule of Fees and Charges is hereby amended and Attachment “A” to this Resolution is hereby adopted, modifying the Master Schedule of Fees and Charges to provide for the inclusion of the amounts of fees for those listed in Attachment “A”.
