A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE AMENDING RESOLUTION NO.
11665 TO DEFER IMPLEMENTATION OF THE

MILLS ACT PROGRAM FEE INCREASES IN THE
MASTER SCHEDULE OF FEES AND CHARGES.

WHEREAS, pursuant to Chapter 3.10 of the Orange Municipal Code, the City Council has established and maintained a Master Schedule of Fees and Charges for services provided by the City; and
WHEREAS, the City Council adopted Resolution No. 11665, amending the Master Schedule of Fees and Charges for various City services, including fees associated with the Mills Act Program; and
WHEREAS, the City Council has directed staff to conduct a comprehensive review of the Mills Act Program, including its administration, existing contracts, required inspections, compliance procedures, fiscal impacts, and appropriate fee structure; and WHEREAS, the City Council desires to defer implementation of the previously adopted Mills Act Program fee increases during the comprehensive review and maintain the currently effective Mills Act Program fees until further action by the City Council; and WHEREAS, the City Council finds that deferring the fee increases will allow the City to evaluate the reasonable costs of administering the Mills Act Program and consider an appropriate fee structure as part of the comprehensive review.
