DATE: NOVEMBER 09, 2023
SUBJECT: PUBLIC HEARING TO DISCUSS SUBMISSION OF A 2023
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) NOFA
APPLICATION
BACKGROUND
CDBG Program regulations require that the City of Orange Cove (City) conduct a public hearing on all CDBG-related matters to provide for and encourage citizen participation, particularly by low-and-moderate income persons who reside in areas in which CDBG funds are used. Therefore, when the public hearing is opened, the public will be invited to comment on the City's proposed submittal of a 2019/2020 CDBG Grant application and to make their comments known on the proposed activities.
A public hearing notice was posted on the City's website, at City Hall, on the Senior Center bulletin board, and in the lobby of the City's police department.
On September 29, 2023, HCD released a NOFA announcing the availability of CDBG Program funds of approximately $19 million from the 2019-2020 NOFA. Under the 2023 NOFA, only applicants with Over-the-Counter (OTC) waitlisted applications from the 2019-2020 NOFA are eligible to apply (i.e. re-submit their 2019 application).
Eligible activities predominantly benefit low- and moderate-income Californians and include: Housing Assistance Programs (Single-Family Homeownership Assistance, and Single-Family Housing Rehabilitation); Public Facility and Public Improvements projects (including Public Improvements in Support of New Housing Construction); Public Service programs, Planning Studies, Economic Development Business Assistance and Microenterprise activities. Under the 2023 NOFA, the City may only resubmit the 2019 application, up to $759,673 for Public Facility Improvements.

The City proposes to apply for CDBG funds to complete the renovation of the Orange Cove Community Recreation Center. Funds will be used for the necessary structure repairs, ADA improvements and other repairs needed to ensure the safety, usability and accessibility of this public facility.
1 Citizens are encouraged to ask questions and/or comment on the proposed activities/application or on any aspect of the CDBG Program. Citizens are also invited to submit written comments to the City or to review information on the City's CDBG Program at City Hall, 633 6th St. Orange Cove, CA. 93646. Write or contact Nuria Velisescu at the same address.
