REPORT TO SUCCESSOR AGENCY
December 3, 2025
To: Mayor and Council
From: Danny Jimenez, Finance Director
SUBJECT: Recognized Obligation Payment Schedule 26-27 for July 1, 2026, through June 30, 2027, period and Administrative Budget for Fiscal Year 2026-27.
BACKGROUND:
A Recognized Obligation Payment Schedule ("ROPS") covering the period of July 1, 2026, through June 30, 2027, is due by February 1, 2026, pursuant to Health and Safety Code ("HS) Section 34177(o). The ROPS requests necessary payments for each enforceable obligation of the former Orange Cove Redevelopment Agency for Fiscal Year ("FY") 2026-27.
Orange Cove Successor Agency ("Successor Agency") staff has prepared a ROPS 26-27 for the Successor Agency Board's consideration, which is attached to this staff report. The Fresno Countywide Oversight Board ("Oversight Board"') will also review the ROPS 26- 27 at its meeting on January 22, 2026. Once approved, staff will transmit it electronically to the Department of Finance ("DOF"), State Controller, and Fresno County Auditor- Controller ("CAC"') for their review. The adopted ROPS must be transmitted by February 1, 2026; if it is not transmitted on time, the City of Orange Cove will be subject to a penalty of $10,000 per day. With DOF approval, the Auditor-Controller will be authorized to disperse property tax revenue to pay ROPS obligations on June 1, 2026, and January 2, It is important to remember that the ROPS is merely a projection of estimated payments for the ensuing twelve-month fiscal period. The actual payments made could be the same or less.
ROPS 26-27 Obligations
The following summarizes the Successor Agency's obligations listed on the ROPS 26-27:
Item 10 - Successor Agency Administration & Operations - The Successor Agency is requesting $100,000 for its FY 2026-27 administrative expenses. An Administrative Budget that details proposed expenses has been prepared and is discussed later in this staff report.
Item 16 - 2014 Tax Allocation Refunding Bonds, Series 2014 - The Successor Agency is requesting $395,712 in RPTTF to fund the repayment of the Series 2014 Tax Allocation Refunding Bonds ("Bonds"). The 2014 Bonds refinanced bonds issued by the former Redevelopment Agency in 2004. The 2014 Bonds are the Successor Agency's largest obligation and are projected to be fully repaid by the fiscal year 2031-32.
Item 17 - Trustee Administration Fee - $1,500 is requested to pay an administrative fee charged by the fiscal agent on the 2014 Bonds pursuant to an enforceable contract.
Item 18 - Continuing Disclosure - $4,000 is requested to prepare and submit legally mandated continuing disclosure reports on the 2014 Bonds pursuant to an enforceable contract.
Cash Balances
The Report of Cash Balances in the current ROPS represents the Successor Agency's estimate of the cash balance as of June 30, 2024. It shows the inflow and outflow of funds held by the Successor Agency. Funds are being spent in a timely manner and consistent with the approvals of the Oversight Board and DOF. The Cash Balances page helps the Successor Agency to identify other funds available to spend on enforceable obligations, detailed as follows:
As of June 30, 2024, the Successor Agency had $0 in remaining bond proceeds.
The Successor Agency had $0 in Reserve Balances held for the ROPS 23-24 as approved by DOF.
• The Successor Agency earned $26,301 in Fiscal Year 2023-24 from Other Fund revenues, contributing to an ending Other Funds balance of $26,301 as of June 30, 2024. This has been applied to fund the ROPS 26-27 administrative allowance. 2 ROPS 23-24 Prior Period Adjustment
As required by HSC section 34186 (c), the Successor Agency prepared a reconciliation between approved and actual payments on enforceable obligations from the ROPS covering Fiscal Year 2023-24 and submitted this reconciliation to the CAC by October 1, 2023. There was a $2,831 ditterence between approved and actual payments. The CAC is reviewing the Prior Period Adjustment and will submit its determination to DOF by February 2, 2026. DOF will reduce the ROPS 26-27 RPTTF allocation by the amount determined by the CAC.
Administrative Cost Allowance
The maximum administrative cost allowance a successor agency can receive is 50 percent of the RPTTF distributed in the prior fiscal year for non-administrative obligations. The ROPS 25-26 had $400,607 in non-administrative obligations funded by RPTTF. The ROPS 26-27 may request an administrative allowance that is up to 50 percent of this amount, or $200,303. The Successor Agency is requesting a lower administrative budget of $100,000 for the ROPS 26-27 period based on the Successor Agency's anticipated costs.
An administrative budget has been prepared for FY 2026-27 for the Successor Agency Board and Oversight Board's consideration.
Oversight Board and DOF Review
Adoption of the enclosed resolution will authorize staff to transmit the ROPS 26-27 and administrative budget for FY 2026-27 to the Oversight Board and DOF, along with any other parties, for review and make changes as necessary.

REPORT TO CITY COUNCIL AND SUCCESSOR AGENCY
To: Mayor and Successor Agency Board
From: Samuel Escobar, City Manager
SUBJECT: Consideration of Proposals for Fiscal Years 2026-27 through 2028-29 Successor Agency and Housing Successor Consulting Services by RSG, Inc.
BACKGROUND:
In 2012, the Orange Cove Redevelopment Agency was dissolved by State law. The City of Orange Cove ("City") elected to become the Successor Agency to the Orange Cove Redevelopment Agency ("Successor Agency") and the Housing Successor to the Orange Cove Redevelopment Agency ("Housing Successor"). The City requires financial and management consulting services to help manage the numerous deadlines and requirements of State Law on Successor Agency and Housing Successor activities.
Successor Agency Consulting Services
The City and Successor Agency have employed RSG, Inc. ("RS") to provide consulting services related to the dissolution of the former Orange Cove Redevelopment Agency since 2012. To date, RSG has assisted with:
• Operational startup activities to create the Successor Agency, Housing Successor Entity, and Oversight Board
• Recognized Obligation Payment Schedules (ROPS) and Administrative Budgets covering January 2012 through Fiscal Year ("FY") 2025-26 • Long-Term Cash Flow Analyses to aid preparation of the ROPS and inform other planning activities
• City Loan Agreements to cover shortfalls in prior ROPS periods • Due Diligence Review advisory services
• Zero-Property Long Range Property Management Plan
• Review and analysis of contracts, agreements, and other documents • Documents and presentations for City Council, Successor Agency, and Oversight Board Meetings
• Documents and presentations for meetings with State and County agencies • Correspondence with State, County, and other agencies as needed • General project advisory and management services
• Legislative tracking, analysis, and advice
• Other services as needed
A new contract for administrative services is proposed in a not-to-exceed amount of $20,000 annually to continue providing consulting services in FY 2026-27, 2027-28, and 2028-29 ($60,000 total).
RSG will consult on all activities required by the Dissolution Act, which may include but are not limited to:
• Maintenance of Budget and Cash Flow - RSG will maintain a working cash flow model for the Successor Agency to anticipate any future budget shortfalls.
Preparation of the Annual ROPS and accompanying Administrative Budgets - RSG will assist the Successor Agency in completing the ROPS and the annual administrative budget for FYs 2027-28, 2028-29, and 2029-30 that is due February 1, annually. If the Successor Agency decides to prepare a Last & Final ROPS, it may be prepared under the corresponding fiscal year contract to the extent budget is available. A contract amendment may be required to increase the budget if agreed upon by Successor Agency staff and RSG.
Assistance with the Prior Period Adjustment ("PPA") - RSG will assist the Successor Agency in reporting the differences between approved obligations and actual payments in FYs 2024-25, 2025-26, and 2026-27 and coordinate with the Fresno County Auditor-Controller on submission and follow-up. • Attendance of Meetings - RSG will make a staff member at Successor Agency, Oversight Board, of DOF meetings (up to 6 meetings total). • Provision of Additional Administrative Services - RSG will assist the Successor Agency with any additional administrative tasks as they arise.
The annual fee stated in the proposal matches the amount proposed to the Successor Agency and Oversight Board in the FY 2026-27 Administrative Budget. Costs for services will be paid on a monthly basis as they accrue on a time and material basis by the Successor Agency.
Housing Successor Consulting Services
Health and Safety Code Section 34176.1 requires the City to prepare an annual report of the Housing Successor's financial activity, loan administration, and property disposition and development activity every year. A report of activities in the prior fiscal year is due to the California Department of Housing and Community Development (HCD") by April 1 annually. RSG proposes preparing the report for a fixed fee of $5,500 annually in FY 2026-27, 2027-28, and 2028-29. RSG would prepare the following reports:
• FY 2025-26 Annual Report due April 1, 2027
2 • FY 2026-27 Annual Report due April 1, 2028
• FY 2027-28 Annual Report due April 1, 2029
RSG's fees may be paid from the Housing Successor's administrative allowance.
RECOMMENDATIONS:
1. Adopt Resolution No. 2025-36 Approving a Contract with RSG, Inc. to Provide Consulting Services to the Successor Agency for Fiscal Years 2026-27 through 2028-29
2. Adopt Resolution No. 2025-37 Approving a Contract with RSG, Inc. to Provide Consulting Services to the Housing Successor for Fiscal Years 2026-27 through 2028-29

ORANGE COVE HOUSING SUCCESSOR
CONSULTING SERVICES IN FISCAL YEARS 2026-27 THROUGH 2028-29 For the Meeting of November 25, 2025
CITY OF ORANGE COVE
REPORT TO CITY COUNCIL
To: Orange Cove City Council
From: Chris Howard, City Engineer
Subject: Re-Authorize City Manager to execute a Community Development Block Grant (CDBG) Agreement for "Sheridan Park Improvement Project" to design a new parking lot at the north end of Sheridan Park, along with street improvements along the 2nd Street frontage.
Attachment: 1) CDBG Agreement Document
2) Exhibit 1 - Sheridan Park w/ Proposed Parking Lot Addition RECOMMENDATION:
Authorize the City Manager to sign the subject agreement in behalf of the City. The agreement will allow the City to receive CDBG grant funding in the amount of $50,000 for the design of a thirty-two (32) stall parking lot at the north end of the recently renovated Sheridan Park; as well as street, drainage, and ADA improvements along the 2nd Street park frontage.
BACKGROUND:
The authorization of council constitutes the "re-authorization" of the subject CDBG grant which was paired down by grant administrator, Fresno County. The original agreement included engineering and design (S303,614) and the current agreement ($50,000) is for design only. The construction funding ($253,614) will be allocated under a 2nd agreement when environmental clearance is procured by Fresno County. The original authorization was approved by council during the regularly scheduled City Council meeting on October 22, 2025.
On November 4, 2024 the Council passed Resolution 2024-38 approving the grant application for the Sheridan Park Improvement project. The grant utilizes FY24/25 CDBG funding from the US Department of Housing and Urban Development (HUD), administered through Fresno County. The execution of the CDBG agreements will allow the City to access design and construction funding totaling $303,614.
There is no City grant matching component and funds would be available for use starting January 2026.
The CDBG grant application was specifically targeted to complete the Sheridan Park Renovation project, which is nearing completion. The Sheridan Park Renovation project did not have provisions for visitor parking which will be accommodated using the subject CDBG funds. In addition to the new 32 stall parking lot, the project will address; 1) 2nd Street pavement rejuvenation (slurry seal), 2) curb and gutter repairs, 3) ADA accessibility improvements, 4) drainage improvements, and 5) signage and striping improvements.
The agreement has been reviewed by the City attorney and approved to legal form.
FISCAL IMPACT:
There is no fiscal impact to the construction component of the project; however, the City will take on the maintenance of the parking lot and associate project construction after acceptance.
CDBG Sheridan Park - Parking Lot & Street Improvement Project (Re-Authorization)
ENVIRONMENTAL REVIEW:
The State / CEQA component of the project environmental review was completed and cleared as part of the Sheridan Park Renovation project. As the HUD CDBG program is federally funded, Fresno County has taken the lead to clear the Federal / NEPA environmental review requirements. No construction / construction allocation will take place until the required State and Federal environmental clearances required by law are procured.

Failure to perform the requisite audit 11 functions as required by this paragraph may result in the County performing any necessary audit 12 tasks, or, at the County's option, the County contracting with a public accountant to perform the 13 audit. All audit costs related to the City's failure to perform the requisite audit are the sole 14 responsibility of the City, and such audit work costs incurred by the County shall be billed to the 15 City, as determined by County's Auditor-Controller/Treasurer-Tax Collector. In the event the City 16 is only required to perform an audit under the provisions of the Act because the City is receiving 17 CDBG funds, the County may perform, or cause to be performed, the required audit to determine 18 whether funds provided through this Agreement have been expended in accordance with 19 applicable laws and regulations. Any audit-related costs incurred by the County under this 20 provision shall be charged to the County CDBG Program. The City agrees to take prompt and 21 appropriate corrective action on any instance of material non-compliance with applicable laws and 22 regulations.

For the Meeting of December 10, 2025
CITY OF ORANGE COVE
REPORT TO CITY COUNCIL
To: Orange Cove City Council
From: Chris Howard, City Engineer
Subject: Approve Resolution No. 2025-33 to Accept Final Products, Deliverables, and Supporting Documentation needed to Close Out of Community Development Block Grant (CDBG) 21-CDBG-PL-30005 "City of Orange Cove Planning & Technical Assistance (TA) for Water Well and Storage Tank" Attachment: Supporting Documentation
RECOMMENDATION:
Staff recommends the Council approve Resolution 2025-33. The approval of the resolution authorizes; 1) The submission of the project final work product documentation and deliverables, 2) Disencumber of grant funding in the amount of $205,458.25, and 3) Authorizes the formal close-out of the CDBG Block Grant, Contract No. 21-CDBG-PL-30005 "City of Orange Cove Planning & TA for Water Well and Storage Tank"
BACKGROUND:
The City was awarded $250,000 in CDBG funding from the US Dep3rtment of Housing and Urban Development (HUD) on September 2, 2022. The objective of the grant was to fund the planning and secure the technical assistance needed to allow for the construction of a reliable and high-quality potable water supply for the residents of Orange Cove.
The grant scope of work consisted of four tasks: (1) preparation of a preliminary engineering report, (2) preparation of a Hydrological Study, (3) preparation of CEQA/NEPA environmental assessment documents, and (4) administrative services. The terms of the grant did not allow for the funds to be used for construction purposes.
The project, for which the grant was predicated, envisioned a single remote water well and tank site constructed outside the sphere of influence of Orange Cove (Manning & Dinuba). A water source of sufficient quality capacity was identified; however, it could not be developed and utilized due to objections expressed by the City of Reedley, Alta Irrigation and the Fresno County GSA (Groundwater Sustainability Administrator).
The City was able to partially meet the national objective (deliverables) specified in the grant of Low/Mod Area benefit to the citizens of Orange Cove using $44,451.75 of the available grant funding.
The four (4) tasks were attempted and /or partially completed, but ultimately terminated for the reasons previously discussed. Of the available $250,000.00 in grant funding, the City utilized $44,541.75, leading to a need to disencumber (not use) $205,458.25 of the allocated grant funding amount.
The City has changed its approach with respect securing a supplemental water supply source. The new focus involves the development of multiple wells in lieu of a single high capacity well. Although the CDBG grant funds have been utilized to the fullest extent, in consideration of the new water supply procurement scenario. Water system improvement work continues utilizing State Department of Water Resources (DWR) grant funding.
CDBG Planning & TA Grant Resolution
At this time the City has met the deadline for the grant which closed on October 27, 2025. Upon Council's approval, the City will submit the resolution, supporting documentation, and closeout documents to CDBG / HUD, thus completing all obligations under the grant.

Topic: City of Orange Cove Test Well
Date: May 22, 2023
During March 27 to April 14, 2023,
ley completed a casing hammer test well to a depth of 700 feet. The test well is between E. Manning and E. Dinuba Avenues and west of South Alta Avenue, east of Reedley. We logged the drill cuttings and a geologic log is attached. Deposits above a depth of 430 feet were primarily brown or red-brown. Blue deposits were predominant below a depth of 465 feet. Significant clay or sandy clay layers that could function as confining bed below a depth of 290 feet were present in the following depth intervals:
292 to 349 feet 560 to 580 feet
400 to 420 feet 586 to 614 feet.
538 to 553 feet
Depth to water ranged from about 118 to 152 feet at the time of drilling. Airlifted water samples were collected from ten depth in- tervals below a depth of 230 feet. At three of these intervals (266 to 280 feet, 386 to 391 feet, and 551 to 556 feet) pumped water sam- ples were also collected after pumping for about two hours.
The water samples were preserved and hand delivered to APPL, LLC of Clovis for analyses of inorganic chemical and trace organic cons- tituents. Samples for gross alpha activity were preserved and shipped by overnight delivery to FL Environmental in Santa Paula for analyses. The attached table summarizes the results of anal- yses.
Total dissolved solids concentrations ranged from 110 to 200 mg/1 below the MCL of 500 mg/l. Nitrate-nitrogen concentrations ranged from less than 0.2 to 6 mg/1, below the MCL of 10 mg/1, and de- creased with increasing depth. Nitrate-nitrogen concentrations were less than 4.0 mg/1 in samples from below a depth of 266 feet. Iron concentrations in the pumped samples were 0.15 mg/1 or less, less than the recommended MCL of 0.3 mg/1. Manganese concentrations were less than the recommended MCL of 0.05 mg/1, except above a depth of 280 feet. Arsenic concentrations ranged from less than 0.5 to 3.7 2 ppb, less than the MCL of 10 ppb. DCP, EDB, and perchlorate weren't detected in any of the samples. 1,2, 3-TPC wasn't detected in any of the samples, except from 346 to 351 feet in depth. Gross alpha ac- tivities ranged from 0.03 to 1.45 picocuries per liter, less than the MCL of 15 picocuries per liter.
A new well can be constructed at the site. In order to avoid ex- cesive 1,2, 3-TCP concentrations, strata above a depth of 390 feet should bel sealed off. Blank casing would be installed from a sur- face to a depth of 390 feet. Louvered casing would be installed from 390 to 700 feet in depth, and blank casing from 700 to 720 feet in depth. Such a well would tap about 135 feet of water producing strata. A properly constructed and developed well should produce about 1,350 gpm. The manganese concentration would likely be about
0.03 mg/1, less than the recommended MCL.
Please call me if you have any questions.

Re: City of Orange Cove Test Well
Dear Alphonso,
During June 2-8, 2016, Johnson Drilling Co. of Reedley com- pleted the test well to a depth of 500 feet. The casing was driven into the top of the weathered rock at 150 feet in depth.
Materials above a depth of 150 feet are indicated to be alluvial deposits. Depth to water was about 60 feet at the time of drilling. The alluvial deposits are primarily clay or sandy clay, but about 15 to 20 feet of water producing strata were indicated between 75 and 150 feet in depth. About 70 gpm of water production was indicated between 75 and 120 feet in depth.
Weathered granitic rock was encountered from 150 to 272 feet in depth. There was no apparent water production from the
weathered hardrock. Below 272 feet in depth, granitic rock (hardrock) was encountered. About 5 gpm was produced from a fractured zone between 302 and 304 feet in depth, and about 30 to 40 gom was produced from a fractured zone between 327 and 328 feet in depth.
Water samples were collected by airlifting and pumping from a depth of 113 to 118 feet, and a composite sample was collected by airlifting and pumping from the hardrock (between 272 and 328 feet in depth). The samples for inorganic chemical constituents and trace organics were preserved and hand delivered to APPL Inc., in Clovis for analysis. Samples for alpha activity were preserved and shipped by overnight delivery to FL Environmental in Santa Paula for analysis. Results for the pumped samples are considered more representative.
Total dissolved solids (TDS) concentrations ranged from 329 to 353 mg/1 and were slightly lower in the groundwater in the hardrock. Nitrate concentrations ranged from 50 to 53 mg/l, exceeding the MCL of 45 mg/1, and were slightly greater in groundwater in the hardrock. Iron and manganese concentrations were well below their respective MCLs Of 0.3 mg/1 and 0.05 mg/1, respectively. Arsenic concentrations ranged from 0.9 to 1.8 ppb, well below the MCL of 10 ppb, and were slightly greater in 2 KENNETH D. SCHMIDT AND ASSOCIATES
GROUNDWATER QUALITY CONSULTANTS
groundwater in the hardrock. Alpha activities ranged from 0.7 to 2.4 picocuries per liter, well below the MCL of 15 picocuries per liter. DCP, EDB, and 1,2, 3-ICP were non-detectable in all of the samples.
well can be constructed at the site, if the water can
be mıxed with water with a lower nitrate concentration. the air-rotary method would be used and a 16-inch diameter hole would be drilled. A blank 10-inch diameter casing would be installed from the surface to a depth of 75 feet, £xom 120 to 300 feet, and from 330 to 360 feet in depth. Perforated casing would be installed from 75 to 120 feet and from 300 to 330 feet in depth. A slot size of 3/16-inch and a gravel gradation of 1/4 × 4 would be used. A gravel feed tube would be placed from a depth of 55 feet to the surface. An annular seal would be placed from 50 feet in depth to the surface. The presently estimated yield from a properly constructed and developed well would be about 100 to 120 gpm. Please call me if you have any questions.
Sincerely Yours,
Schist
