For the Meeting of Feb 11, 2026
CITY OF ORANGE COVE
REPORT TO CITY COUNCIL
To: Orange Cove City Council
From: Chris Howard / City Engineer
Subject: Adopt Resolution 2026-02; Authorizing the City Manager or Public Works Director to execute grant application and agreement-related documents associated with the State Parks & Recreation grant for the "Sequoia View Community Park" project Attachment: Resolution 2026-02; Authorizing the Grant Application, Acceptance, and Execution for the "Sequoia View Community Park" project (State Project No. SW-10-009 Statewide Park Development and Community Revitalization) RECOMMENDATION:
City staff recommends the Council adopt Resolution 2026-02, which authorizes the City Manager or Public Works Director to sign and submit grant application documents, as well as execute a grant agreement and associated administrative documents* pertaining to the "Sequoia View Community Park" project.
* Associated documents would include change orders, reimbursements, time extensions, etc.
Resolution 2026-02 is necessary to clarify who has the signatory authority from the Council to execute grant awards and administrative documents. The previous signatory authority was designated to the Interim City Manager per City Resolution 2021-33, which is no longer applicable.
The State Parks Administrator has questioned who has signatory authority on behalf of the City, as the Interim City Manager position is not currently in effect. It was suggested by the State Parks administrator, with the concurrence of staff, that the most expeditious remedy would be to request the Council adopt a new resolution broadening the authorization authority to include both the City Manager and the Public Works Director.
The change in authorization would allow Mr. Samuel A. Escobar or Mr. Joe Estrada to sign all grant- related documents in their capacity as the City Manager and Public Works Director, respectively. It would also allow for flexibility should the City Manager be unavailable to sign documents for personal or business reasons (i.e., vacation, business trips, illness, etc.); allowing the business of the City to move forward expeditiously.
BACKGROUND:
Funding for the Sequoia View Community Park project was grant-funded through the State Department of Parks and Recreation - Statewide Park Development and Community Revitalization program. The City was awarded grant funding in the amount of $1,819,000 on or about 2/25/2022.
The park will occupy an area of ~3.7 acres and will feature a Restroom, a playground, a softball field, a kids' soccer field, a volleyball court, Area Lighting, Park Benches, a handwashing station, Drinking Fountains, Landscaping, and a parking lot.
Adopt Resolutions 2026-02, Authorizing the City Manager or Public Works Director to Sign Grant Documents associated with the Sequoia View Community Park FISCAL IMPACT:
No Fiscal Impact associated with the adoption of Resolution 2026-02.
ENVIRONMENTAL REVIEW:
No Environmental Impact associated with the adoption of Resolution 2026-02. The project was classified as Categorical Exempt in the course of the environmental assessment. Notice of Exemption No. E202110000131 (filed 10 June 2022).

Subject: Approval of Agreement between the Orange Cove Police Protection District and the City of Orange Cove
Attachments: Agreement
RECOMMENDATION:

This funding would cover all associated personnel costs and provide needed operational support during a period of heightened demand.
FISCAL IMPACT:
None. This is a beneficial proposal that provides funding support for the hiring of an additional Police Officer, including all associated personnel costs.
CONFLICT OF INTEREST:
None.

CITY OF ORANGE COVE
REPORT TO THE CITY COUNCIL
To: Orange Cove City Council
From: Samuel A. Escobar, City Manager
Subject: Planning Commission Terms and Recruitment
RECOMMENDATION:
Staff recommends that the City Council:
• Approve allowing the current Planning Commission members to remain in their positions until July 1, 2026, except one current commissioner, who will continue serving due to having two remaining years on their existing term.
: Assign the continuing commissioner to the two-year term commencing July 1, 2026.
Encourage remaining current Planning Commission members to reapply for appointment.
: Authorize staff to commence recruitment, which will be initiated by March 1, 2026.
Approve the proposed staggered term structure for Planning Commission appointments beginning July 1, 2026.
BACKGROUND:
The Planning Commission serves as an important advisory body to the City Council on land use, zoning, and development. To ensure continuity, institutional knowledge, and compliance with best practices for advisory bodies, staff have reviewed the current term structure and propose a revised approach.
Several current Planning Commission members' terms are set to expire prior to the implementation of a new staggered term schedule. To avoid vacancies and disruptions, staff is recommending that all current members remain in place through July 1, 2026.
To establish a consistent, balanced rotation of appointments, the staff proposes implementing staggered terms, effective July 1, 2026. This structure will prevent the entire Commission from turning over at once and promote stability and continuity.
Recruitment for Planning Commission positions will initiate by March 1, 2026. Current commission members will be encouraged to reapply and will be considered alongside new applicants.
Beginning July 1, 2026, the Planning Commission will consist of five (5) members appointed to the following initial terms: (Chapter 2.20 of the Orange Cove Municipal Code) • Two (2) members: one-year terms
• One (1) member: two-year term (assigned to the current commissioner with two remaining years.)
• One (1) member: three-year term
• One (1) member: four-year term
Following the completion of these initial staggered terms, all subsequent appointments will be for four-year terms, in accordance with standard practice.
FISCAL IMPACT:
None.

Subject: Consideration of Proposed Revised Facility Use Application Attachments: Proposed Revised Facility Use Application
2025 City of Orange Cove Cost Analysis for the Community Center RECOMMENDATION:
Staff recommends that the council review and approve the proposed revisions to the Facility Use Application.
BACKGROUND:
The City currently utilizes a Facility Rental Application to govern the use of City-owned facilities by the public and outside organizations. The application and associated fees have not kept pace with increased operational and staffing costs.
FISCAL IMPACT:
The proposed revisions will increase facility rental fees and related charges. The revenues will help offset staff costs associated with facility rentals and contribute toward reducing the General Fund deficit. Referencing the attached, 2025 City of Orange Cove Cost Analysis for the Community Center, the community center's daily operating cost was $822.08.

Staff recommends the council's approval to hire one (1) part-time seasonal laborer, not to exceed 960 hours, for the spring and summer months to assist Public Works maintenance workers.
BACKGROUND:
The Public Works Department experiences increased maintenance demands during the spring and summer seasons. Seasonal vegetation growth, irrigation system maintenance, and roadway repairs significantly increase workload beyond current staffing capacity. A seasonal labor position has been used in prior years to efficiently address these temporary workload increases without the need to add permanent staff.
REASON FOR RECOMMENDATION:
Staff is requesting authorization to hire one (1) part-time seasonal laborer, limited to a maximum of 960 hours, to support Public Works maintenance operations during the spring and summer months. This position will provide essential assistance to full-time maintenance workers and help ensure timely completion of seasonal maintenance activities.
Scope of Work
Spring Work Tasks will include, but are not limited to:
• Weed abatement in city parks, around city buildings, street islands, and alleyways • Assisting with sprinkler and irrigation system inspections, maintenance, and minor repairs • General grounds maintenance throughout city-owned properties Summer Work Tasks will include, but are not limited to:
Street striping preparation and assistance
Pothole patching and minor asphalt repairs
Street sign maintenance and repairs
• General Public Works maintenance support as assigned
FISCAL IMPACT:
Funding for the seasonal labor position is included in the Public Works Department's approved budget for 2025-2026. The estimated cost, including wages and required payroll expenses, will not exceed $16,800.

CITY OF ORANGE COVE
REPORT TO THE CITY COUNCIL
To: Orange Cove City Council
From: Joe Estrada, Public Works Director
Subject: Approval of Disposition of Surplus City Property (Junk Metal and Scrap Metal) and Authorization of Excess Surplus Action
RECOMMENDATION:
Staff recommends the council's approval of the disposition of surplus City property consisting of junk metal and scrap metal, and authorize staff to proceed with the disposal of excess surplus materials in accordance with City policy and applicable regulations.
BACKGROUND:
The city has accumulated various items of junk metal and scrap metal through routine maintenance, infrastructure replacement, and equipment upgrades. These materials no longer serve a useful purpose for City operations and have been determined to be surplus property.
In accordance with City policy and applicable municipal codes, surplus property must be declared excess and approved by City Council prior to disposal. Disposal methods may include recycling, sale to a licensed scrap dealer.
REASON FOR RECOMMENDATION:
City staff periodically reviews City-owned property to identify items that are obsolete, non-functional, or no longer needed for municipal operations. This item requests City Council approval for the disposition of surplus junk metal and scrap metal, as well as authorization for staff to take excess surplus action as allowed under City policy. Approval will allow staff to efficiently remove unused materials, reduce storage costs, and recover any available value.
FISCAL IMPACT:
There is no anticipated negative fiscal impact. Disposal may result in nominal revenue from scrap metal recycling. Additionally, removal of surplus materials may reduce storage and handling costs.
ALTERNATIVES:
None
ACTIONS FOLLOWING APPROVAL:
Approval of the recommended action will allow the City to efficiently manage surplus property, maintain safe and organized facilities, and ensure compliance with City procedures.
CONFLICT OF INTEREST:
None.

These cameras have proven highly effective in identifying and resolving crimes across the city, as well as in accidents and other situations requiring vehicle identification.
FISCAL IMPACT:
Yes. The amount of $28,264.95 will be funded from the General Fund.
