CITY OF ORANGE COVE

REPORT TO CITY COUNCIL
TO: Orange Cove City Council
FROM: Samuel A. Escobar, City Manager
SUBJECT: Authorization to initiate development of Citywide Strategic Plan ATTACHMENTS: Strategic Plan Presentation
RECOMMENDATION:

Staff recommends the City Council to provide authorization to initiate the development of a comprehensive Citywide Strategic Plan and provide input on high-priority items to guide the planning process.

BACKGROUND:

The City currently operates without a formally adopted, comprehensive strategic plan that aligns Council priorities, departmental work plans, and resource allocation with a shared long-term vision. While individual projects and initiatives are underway, a coordinated framework would improve transparency, accountability, and efficiency across all City functions.

A Strategic Plan serves as a roadmap that defines the City’s vision, mission, core values, and key priorities over a multi-year period. It also establishes measurable goals and performance indicators to track progress and ensure alignment with community expectations.

CONFLICT OF INTEREST:

None.

FISCAL IMPACT:

There is no immediate fiscal impact.
