CITY OF ORANGE COVE
REPORT TO THE CITY COUNCIL
To: Orange Cove City Council
From: Samuel A. Escobar, City Manager
Subject: Urban Greening Grant Program Full Proposal - Orange Cove Urban Cooling & Greening Project (Park Boulevard)
Attachments: Resolution No. 2026-34
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 2026-34 approving the application for Climate Bond grant funds under the California Natural Resources Agency Urban Greening Grant Program and authorizing submittal of the Full Proposal for the Orange Cove Urban Cooling & Greening Project - Park Boulevard.
BACKGROUND:
On November 5, 2024, California voters approved the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024 (Proposition 4), known as the Climate Bond. Section 92530 of the Climate Bond directs funding to the California Natural Resources Agency (CNRA) for competitive urban greening grants for projects that use nature-based solutions to mitigate the urban heat island effect, rising temperatures, and extreme heat impacts in urban areas. The 2026 Urban Greening Grant Program round makes $46, 125,000 available statewide for development projects, with a minimum award of $200,000 and a maximum award of $5,000,000. The program is a two-step competitive process, with a Concept Proposal followed by an invited Full Proposal submitted through the State's Project Tracking and Reporting (RAPTR) system.
The City of Orange Cove submitted a Concept Proposal for the Orange Cove Urban Cooling & Greening Project - Park Boulevard and is preparing the Full Proposal for submittal. An authorizing resolution adopted by the applicant's governing board is a mandatory Full Proposal document and must be included with the submittal.
The project proposes to convert underused roadway asphalt along approximately one mile of Park Boulevard, through the downtown core between Anchor Avenue and Hill Valley Road, into a continuous three-line tree-canopy corridor. Within the existing street right-of-way, the diagonal parking on each side would be kept and the reclaimed asphalt reconstructed as a four-foot raised landscape strip on both sides of the street, with a new landscaped center park-strip established between the two retained through lanes. All three tree lines would be planted with climate-ready shade trees at approximately twenty feet on-center across eleven block segments. Estimated deliverables include approximately 760 to 800 climate-ready shade trees, approximately two acres of new raised landscaped area with low-water groundcover and shrubs, new curb and gutter at the planting strips, and a low-water irrigation system. The plant palette will be diversified and drought-tolerant, will comply with the Model Water Efficient Landscape Ordinance (MWELO), and will avoid species listed on the California Invasive Plant Inventory.
The entire City of Orange Cove qualifies as a severely disadvantaged community, with a median household income of approximately 47 percent of the statewide median and a workforce in which 27 percent are farmworkers. The Park Boulevard corridor today has minimal tree canopy, leaving residents and pedestrians exposed to summer temperatures that routinely reach 100 degrees or higher. The project census tract is anticipated to experience 4.05 annual heat health events and ranks 59.55 on the Heat Health Action Index per the California Heat Assessment Tool, and the project location ranks HIGH extreme heat hazard and HIGH social vulnerability in the current timeframe on the State's Vulnerable Communities Platform. In addition to direct heat relief, the project would improve the downtown pedestrian environment, provide traffic calming, improve local air quality, capture and infiltrate stormwater runoff from the roadway, and create local construction and landscaping jobs, including a potential workforce development partnership with the California Conservation Corps.
The grant request is $5,000,000, which is the program maximum, against a total estimated project cost of $5,000,000. The proposed project start date is July 1, 2027 and the proposed completion date is December 31, 2029, with design in 2027, construction in 2028, and a plant establishment period through 2029. All Urban Greening grant funds must be expended and the project completed no later than March 1, 2030.
The attached resolution meets the State's required certifications. It approves the filing of the application; certifies that the applicant understands the assurances and certifications in the application; certifies that the City will have sufficient funds to develop, operate, and maintain the project consistent with the land tenure requirements, or will secure the resources to do so; certifies compliance with the prevailing wage provisions of the California Labor Code, if applicable; certifies that the project will comply with all applicable laws and regulations, including the California Environmental Quality Act (CEQA), and that all applicable licenses and permits will be obtained prior to commencement of construction; certifies that the City will work toward the Governor's State Planning Priorities pursuant to Government Code Section 65041.1; and appoints the City Manager or City Mayor, or designee, as agent to conduct all negotiations and to execute and submit all documents necessary for completion of the project.
FISCAL IMPACT:
There is no immediate fiscal impact associated with authorizing the submittal of the Full Proposal.
The Urban Greening Grant Program does not require a local funds match, and the City is requesting $5,000,000 in grant funds against a total estimated project cost of $5,000,000. If selected for funding, the grant is administered on a reimbursement basis, with an advance of up to 25 percent of the award available to initiate the project, and the City would be responsible for any costs incurred outside the grant performance period or determined to be ineligible. Because the requested amount exceeds $1,000,000, the grant agreement would obligate the City to operate and maintain the completed improvements for a land tenure term of at least 25 years following project completion. Ongoing landscape and irrigation maintenance costs would be borne by the City and programmed through the annual operating budget.
CONFLICT OF INTEREST:
None.
