Staff Report
Agenda Item: C.1
Date: February 11, 2023
Department: City Clerk
AGENDA TITLE: Interview Applicants and Make Appointments for Upcoming Term Expirations and Vacancies on the City of Orinda Planning Commission, Parks & Recreation, Supplemental Sales Tax Oversight Commission, Historical Landmarks Committee, Art in Public Places Committee, Finance Advisory Committee, Traffic Safety Advisory Committee, County Library Commission, and County Connection Citizens Advisory Committee
RECOMMENDATION:
1. The Council may discuss and decide how many appointments should be made to the Supplemental Sales Tax Oversight Commission, which can consist of between 7 and 10 members.
2. City Council interview applicants and make appointments to fill upcoming term expirations and vacancies on the Commissions, Committees, and as representatives on regional boards.
3. Authorize the Mayor to interview applicants for unfilled vacancies and make recommendations to the City Council for consideration and appointment at a City Council Meeting.
DISCUSSION:
The Interview Schedule is attached which shows each Commission/Committee with upcoming vacancies. The schedule also shows the names of the people whose terms are expiring.
The City Council will conduct interviews and make appointments to the various City Commissions, Committees, and various regional boards.
The City Council may discuss and decide how many appointments should be made to the Supplemental Sales Tax Oversight Board. There were originally ten (10) appointments made to this Commission One member resigned in 2021 and the Council decided at that time to not to fill the vacancy to reduce the size of the Commission through attrition.
Another vacancy occurred in December 2022 when a member was elected to the City Council, which left eight (8) members. Three of the eight members’ terms are due to expire in February 2023 and they have all re-applied.
The Bylaws of the SSTOC indicate that “The Commission shall consist of no less than seven (7) members and no more than ten (10) members”, so the Council has discretion on how many to appoint within that criteria.

And finally, in some cases, there are vacancies with no applicants or not enough applicants. In these cases, the City Clerk will continue to recruit and when a candidate applies have the Mayor conduct the interview and bring back a recommendation to the full Council to vote on an appointment, if appropriate.
