IN PERSON SPEAKER CARDS: If you would like to speak during the public forum or on an item listed on the agenda, you are invited to submit a speaker card to the City Clerk. You will be permitted to speak even if you elect not to submit a speaker card or decline to provide information requested on the card. After the City Council has heard from everyone who submitted speaker cards, anyone electing not to submit a speaker card may form a line at the lectern. E. PUBLIC FORUM
The public forum provides an opportunity for members of the public to speak on any item within the jurisdiction of the City Council that is not on the agenda.
Additionally, a speaker has the option of addressing the Council on an item listed on the agenda, if the speaker will not be present when that agenda item is taken up. When an item is not listed on the agenda, State law prohibits Council discussion or action. Councilmembers may only “briefly respond” to statements made and questions posed. For example, State law allows Councilmembers to ask questions for clarification and provide a reference to staff or other resources for factual information. Additionally, consistent with the “Matters Initiated” rule contained in its Policies and Procedures Manual, the Council may also direct staff to report back and/or place a matter on a future agenda for discussion.

Approve contract with Navigation Preparedness Associates for the update to the Emergency Operations Plan and related training needs.
F.4. Ordinance 25-02 Minor Zoning Text Amendments to Comply with State Law, including Accessory Dwelling Units (ADUs), Emergency Shelters, Low Barrier Navigation Centers, Residential Care Facilities, Transitional and Supportive Housing, and Employee/Farmworker Housing
Recommendation:
Waive the second reading and adopt Ordinance No. 25-02 to approve the Zoning Text Amendments related to Orinda Municipal Code §17.2.3 (Definitions), Schedule 17.3.3 (RVL, RL and RM Districts - Land Use Regulations), §17.3.4 (Accessory Dwelling Units (ADUs)), §17.4.33 (Senior Housing Overlay District (SH-Overlay) development standards), Schedule 17.9.2 (PS District - Land Use Regulations), and §17.9.4 (Additional development regulations for emergency shelters); and 2) Find this ordinance is not subject to the California Environmental Quality Act (“CEQA”) and direct Staff to file a Notice of Exemption.
F.5. Award Services Contract to Karla’s Janitorial Services Recommendation:
Award a services contract to Karla’s Janitorial Services in the amount of $134,208 for Janitorial Services throughout the City’s Parks and Facilities.
