2025 Annual Progress
Report
Progress
1. In the 2025 reporting year, building permits and residential project applications show that residential development is continuing at a steady pace
2. Despite these positive indicators, the numbers of building permits issued, and housing units created remains lower than the State mandated RHNA targets
3. The RHNA targets set a total count of 1,359 units, measured by building permits issued, for the duration of the 6th cycle which runs from 2023 through 2031

Housing Development
Applications
1. The Planning Department received 37 residential
project applications throughout the calendar
year
2. Applications are a good indicator of future units;
however, projects get sidelined for a variety of
reasons and don’t necessarily lead to building
permits which contribute to RHNA targets
