Total Project Cost $1,620,000 Contact Siva Natarajan
Department PUBLIC WORKS Type BIKEWAYS / WALKWAYS
Category TRANSPORTATION / DRAINAGE Priority Unfunded / Future Consideration Status Active Useful Life 15 years
Description
Pavement rehabilitation of Camino Pablo Pathway from Orinda Way to Claremont Ave. The project is on the "top 10" list of Orinda's Bicycle, Trails and Walkways Master Plan. The City will use the requested funding to repair the pathway, as well as to widen it, creating greater pedestrian connectivity in a community that lacks many pedestrian amenities. This pathway connects residents in North Orinda to the Downtown and abuts a recently completed pathway improvement on the north end to the Wagner Ranch Elementary School.

Rehabilitation of a portion of the Pathway, between Claremont Ave and Los Amigos (Orinda Playing Fields) was recently completed (FY 2024-25) using TDA grant funds. In response to the City's TDA grant application, this Project was awarded $120,000 in July 2021, which was utilized to rehabilitate that portion of Pathway. In January 2026, Staff applied for TDA funding for this project, and is being recommended to MTC for funding in the amount of $140,000 for FY 2026. In March 2025 and 2026, the City Manager submitted a federal appropriation request for this project through elected officials. As of this writing, no grants have been awarded and Project will be on hold until grants are received.

Justification
Pavement rehabilitation work is needed to maintain this aging infrastructure that currently sees heavy pedestrian use. The Project is on the "top 10" list for bikeways, trails and walkways. The Traffic Safety Advisory Committee (TSAC) recognized the need for improvements to this Pathway and has previously recommended the project for submission to Active Transportation Program grants.

Description
The City Council approved a conceptual design plan (Master Plan) for improvement the Orinda Community Park in June 2018. The Master Plan includes upgrading or replacing many existing amenities including the bandshell/gazebo, play structures, pathways, lighting, restroom facilities and other elements. The City proceeded with identification of potential phasing. Accessibility improvements will first be required for access to the Park and to the restroom. The current budget would provide for design work and only limited improvements. Available funding, as shown, includes $78,000 State Park Bond funds authorized by Proposition 68 (portions of the total grant amount of $189,000 we expent in prior fiscal years), $30,000 from the Orinda Community Foundation (formerly held by the now dissolved Orinda Parks & Recreation Foundation) and a $25,000 grant received through State Assemblymember Rebecca Bauer-Kahan. Expenditures to date include preliminary design and planning work, and restroom renovation preparation (sanitary sewer replacement).

This project includes the preliminary design work necessary for the Master Plan and the first phase of the overall Plan: the accessibility improvements, the restroom upgrades and the play area upgrades (which will place the Tot and Youth play areas next to each other). The remainng phases are incorported in two separate CIP projects: Bandshell and Picnic Area Upgrades (CIP #5045) and Community Park Common Areas (#5046).

Justification
Many of the current amenities are nearing the end of their useful lives. The timing and estimates will need to be evaluated based on the final phasing and potential grant or fundraising opportunities.

Project Name Green Stormwater Infrastructure Program for Pavement Projects Total Project Cost $325,000 Contact Siva Natarajan
Department PUBLIC WORKS Type DRAINAGE
Category TRANSPORTATION / DRAINAGE Priority Partially Funded Status Active Useful Life 20 years
Description
As required by the State Water Board's Municipal NPDES Permit, the City of Orinda adopted a Green Infrastructure Plan in 2019. Green infrastructure refers to the construction and retrofit of storm drainage to reduce runoff volumes, disperse runoff to vegetated areas, harvest and use runoff where feasible, promote infiltration and evapotranspiration, and use bioretention and other natural systems to detain and treat runoff before it reaches creeks and the San Francisco Bay.

The treatment is also intended to remove PCB, Mercury and other pollutants from stormwater. The purpose of this Project is to reflect the need to set aside funds for green infrastructure in future residential paving projects that are not incorporated into certain paving projects. The estimated cost of such work over the next 20 years (to meet the 2040 target treatment acreage) is $1 million to $2 million.

Justification
In order to be in compliance with the reissued Municipal Regional Stormwater Permit, adopted by the San Francisco Bay Regional Water Quality Control Board, the Green Stormwater Infrastructure Plan and required C.3 treatment levels, Orinda sets target amounts of areas to be treated using green infrastructure for an approximate 20 year period, ending in 2040.

Description
The Library chiller is an integral part of the HVAC system which is now approximately 25 years old. It was evaluated when the controls upgrade work was done in FY 2024/25 and found to be near the end of its service life.

Justification
A non-repairable failure of this component would make the interior environment very uncomfortable, and a new unit would require significant delivery time. Description
Extend existing sidewalk on south side of Orindawoods Drive, along East Altarinda Dr. to St. Stephens Drive. As of 2022, this project is #3 on “Top 10” list compiled from BTW Plan. This approximate 1,000 foot long connection would close the gap between Orindawoods Dr. sidewalk (where it ends on the south side of the road at East Altarinda Rd.) and allow a safe path along East Altarinda Rd. to connect to existing sidewalk at the corner of St. Stephens Dr. , and onto the St. Stephens Trail. There appears to be available right of way for such path or sidewalk, however there would be impacts to private property landscaping and fencing which encroaches along East Altarinda. Retaining walls may be required in some locations.

Justification
Supports Strategic Plan 2.d, Infrastructure Strategy and Improvement - Focus on capital projects that enhance circulation, mobility, and transportation and improve road safety overall.

Description
Construct approximately 800 linear feet of 5 foot wide sidewalk along Ivy Dr. from its north intersection with Moraga Way to Ardith Drive. The initial phase of this project will be perliminary engineering to determine alignment, right of way impacts, cost and schedule. This preliminary work should allow for an effective grant application. Additional funding will need to be appropriated, or grants will need to be obtained for design and construction.

Justification
Improve pedestrian safety along Ivy Drive which is used for access to Orinda Intermediate School. This proposed new sidewalk would tie into exisitng sidewalk that runs from Ardith Dr. to Orinda Intermediate School, so it would eliminate the gap between Moraga Way and Ardith.
