RE: FOURTH PUBLIC HEARING TO RECEIVE PUBLIC INPUT
ON AND PROVIDE INPUT REGARDING THE
COMPOSITION OF POTENTIAL COUNCIL MEMBER
ELECTION DISTRICT BOUNDARIES
DATE: JANUARY 6, 2022
SUMMARY
The Council will hold a public hearing to receive public input on and provide input regarding the composition of potential Council Member election district boundaries.
DISCUSSION
On October 19, 2021, November 18, 2021, and December 16, 2021, the City Council conducted public hearings for the redistricting process. Redistricting is the process of redrawing district boundaries, this occurs every ten years, once new census numbers are available to each governing jurisdiction.
Pursuant to California Elections Code §10010, this is the third of five public hearings / meetings to inform the public about the redistricting process, present options available to the city, receive community input, and receive a presentation from Q2 Data & Research LLC on the criteria for redrawing the boundaries of the voting districts, prior to drafting district map boundary alternatives.
To comply with the California Voting Rights Act (CVRA), the City will begin the redistricting within the required timeframe in preparation for the 2022 General Election. Pursuant to Elections Code §10010, the city is required to hold at least two public hearings over a period of no more than 30 days before any map or maps of the boundaries for the proposed voting districts are drawn. At the public hearings, the community is invited to provide input regarding the composition of the districts.
Following the public hearings, the Council will then present the draft maps for public comment and review in two subsequent public hearings. The Council will then provide further direction to finalize the map, which will be presented to the Council for a final vote.
3 Item 1.
Pursuant to California Elections Code, this public hearing is to present the various maps, including those submitted by members of the public, and to received input from members of the public and the Council regarding the various maps.
At the public hearings, the community is invited to provide input regarding the composition of the districts. In addition, Council Members can provide input related to the composition of the maps.
The Council will ultimately provide further direction to finalize the map, which will be presented to the Council for a final vote. The Council is the final decision-making body on adopting district boundaries.
The Council will hold the fourth public hearing to receive public input on and provide input regarding the composition of potential Council Member election district boundaries.
FISCAL IMPACT:
None related to the public hearing. The costs for the demographer and other related fees were previously approved by the Council.
RECOMMENDATION:
1. Open a public hearing to receive a presentation from Q2 Data & Research LLC and to receive input from the public
2. Provide direction to staff related to the inclusion of a map in the Ordinance to be presented to the Council at the January 18, 2022 meeting, including timing of elections for each District
