1. AMENDMENT TO THE DEVELOPMENT AGREEMENT FOR APN 078-010-047 AND 078-020- 035
The Council approved and authorized the City Administrator, or designee, to sign an amendment to the development agreement for NorthStar to conduct storm, sewer and water analyses, for property located on Ophir Road APNs 078-010-047 and 078-020-035, and allocate an additional $17,000 to pay for this work.
2. AUTHORIZE INCREASED PURCHASE AMOUNT FOR STREET DEPARTMENT NEW 5- YARD 2024 KENWORTH DUMP TRUCK
Council approved the $16,060.58 increase in the purchase price of new 5-yard Kenworth Dump Truck utilizing the pricing from Sourcewell program (Contract# 060920-KTC) and authorized expenditure from the Capital Asset Replacement Fund.
PRESENTATIONS AND PROCLAMATIONS
1. City Administrator Bill LaGrone, Assistant City Administrator Ruth Duncan and Assistant Community Development Director Dawn Never presented plaques and honored Mayor Chuck Reynolds and Council Member Art Hatley for their service to the city.
2. Prior to the Swearing in Ceremony Mayor Elect Pittman requested Annie Terry open in Prayer.

Assistant City Clerk Jackie Glover conducted swearing in ceremonies for Mayor David Pittman, Council Member - District A Tracey Johnstone, Council Member - District B Eric Smith and Council Member - District F Shawn Webber. Treasurer Karolyn Fairbanks was sworn in earlier in the day due to health reasons.
3. 5-Minutes Recess - Mayor Pittman called for a 5-minute recess.
REGULAR BUSINESS
3. MEETING CALENDAR FOR 2023
The City Council considered adopting the City Meeting Calendar for 2023.
Motion by Council Member Goodson and second by Council Member Smith to adopt the Meeting Calendar for 2023 adding a public comment section to the beginning and the end of the agenda. Motion passed.

4. APPOINTMENT OF VICE MAYOR FOR 2023
The Council selected the Vice Mayor of the Oroville City Council for 2023 Motion by Mayor Pittman and Council Member Riggs to select Council Member Goodson as Vice Mayor. Motion was not voted on as the second motion passed January 03, 2023~8:00 PM Oroville City Council Meeting Minutes Page 2 of 4 Motion by Council Member Webber and second by Vice Mayor Thomson to select Council Member Smith as Vice Mayor. Motion passed

5. AIRPORT TENANT AGREEMENT WITH JENCO AVIATION AT THE OROVILLE MUNICIPAL
AIRPORT TO PROVIDE FIXED BASED OPERATOR (FBO) SERVICES
The Council considered authorizing the Mayor to execute an Airport Tenant Agreement with Jennifer Anderson, dba JenCo Aviation, to lease for a five-year period: (a) the Fixed Based Operator (FBO) Building for aviation services and (b) a monthly stipend from income of hangars G & H, and (c) the tie-downs and a fuel flowage fee located at the Oroville Municipal Airport for the purpose of providing FBO services.
Motion by Vice Mayor Smith and seconded by Council Member Goodson to Adopt Resolution No. 9120 - A RESOLUTION OF THE OROVILLE CITY COUNCIL AUTHORIZING
AND DIRECTING THE MAYOR TO EXECUTE AN AIRPORT TENANT AGREEMENT WITH JENNIFER ANDERSON, dba JENCO AVIATION FROM JANUARY 1, 2023 TO JANUARY 30, 2028 TO PROVIDE FIXED BASE OPERATOR (FBO) SERVICES AT THE OROVILLE MUNICIPAL AIRPORT- (Agreement No. 3440). Motion passed.

6. COUNCIL APPOINTMENTS TO COMMITTEES, COMMISSIONS, AND BOARDS Mayor Pittman provided a draft list of appointments for Council Members to sit on various Committees, Commissions and Boards and requested that the Council review it and send him their suggestions. He also requested that the item be brought back to the next meeting for appointment and approval.
7. PRIORITY GOAL SETTING WORKSHOP LOGISTICS
The City Council discussed the logistics and options related to a Priority Goal Setting Workshop.
Council provided staff direction to create a digital survey for the public to participate in and to table the goal setting workshop discussion until a City Administrator is selected. Council Members Riggs and Mayor Pittman offered to help staff create the survey.
