CALL TO ORDER / ROLL CALL
PRESENT: Council Members: Tracy Johnstone, Krysi Riggs, Scott Thomson, Janet Goodson, Shawn Webber, Vice Mayor Eric Smith, and Mayor David Pittman STAFF: Acting City Administrator Bill LaGrone, City Attorney Scott Huber, Assistant City Clerk Jackie Glover, Director of Code Enforcement Ron Belser.
OPEN SESSION
1. Pledge of Allegiance - Led by Council Member Johnstone
2. Adoption of the Agenda - Motion by Vice Mayor Smith and seconded by Council Member Goodson to adopt the agenda. Motion passed.

CLOSED SESSION
The Council moved to closed session.
1. Pursuant to Government Code section 54956.9(d)(2), the Council met with the City Administrator and City Attorney regarding potential exposure to litigation - One Cases.
2. Pursuant to Government Code Section 54957(b), the Council met with the the Personnel Officer and City Attorney related to the following positions: Assistant Police Chief
3. Pursuant to Government Code section 54956.9(a), the Council met with the Interim City Administrator, and the City Attorney relating to existing litigation: City of Oroville v. Department of Water Resources: Oroville Dam Cases, Sacramento County Superior Court, Case No. JCCP 4974.
4. Announcement from Closed Session - Mayor Pittman announced that direction was given; no action was taken.

3. COUNCIL APPOINTMENT TO COMMITTEES, COMMISSIONS AND BOARDS The Mayor Pittman made appoints of Council Members to various Committees, Commissions and Boards and the council approved them.
Community Members - Bill Speer and TJ Jensen spoke on this item.
Motion by Council Member Thomson and seconded by Vice Mayor Smith to approve the list of appointments except for SCOR and the Executive Committee, which the council would vote on separately. Motion passed.

ABSTAIN: None
ABSENT: None
Motion by Mayor Pittman and seconded by Council Member Riggs to approve the executive committee appointment with Vice Mayor Smith, Mayor Pittman and Council Member Goodson as the members of the Committee. Motion passed.

ABSTAIN: None
ABSENT: None
Motion by Council Member Goodson and seconded by Council Member Riggs to approve the Mayor appointment of Mayor Pittman and Council Member Goodson to SCOR. Motion failed.

ABSTAIN: None
ABSENT: None
Mayor Pittman tabled the appointment to SCOR.

Mayor Pittman adjourned the meeting at 7:30pm.
